<br />At a Regular Meeting of the City Council on Tuesday, January 9, 2007 there
<br />were present:
<br />
<br />Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr.,
<br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City
<br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Councilman William E. Moody, Jr. opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a
<br />Called Meeting on December 11, 2006, of a Called Meeting of December 12, 2006, of a
<br />Regular Meeting on December 12, 2006, and of a Called Meeting of December 14,
<br />2006, and were adopted by the following vote:

<br />. Presentation by Gary McCollum, Cox Communications, of the Ron Clarke Story
<br />Essay Contest Award to Christa Johnson and Dottie Dray.

<br />Public hearing (a) to increase Solid Waste Service Charges as
<br />imposed by section 16-64 of the City Code and (b) to increase the
<br />estimated revenues and appropriated expenditures in the FY2006-
<br />2007 Waste Management Fund Operating Budget through a
<br />supplemental appropriation, as follows:
<br />
<br />1) An ordinance increasing the Solid Waste Service Charge
<br />rate by $4 per month to cover additional operating costs from the
<br />Southeastern Public Service Authority increase in tipping fees
<br />(effective January 1, 2007) and the increase in operating cost and
<br />closure/post-closure costs at the City's landfill.
<br />
<br />2) An ordinance appropriating $781,220 in the Waste
<br />Management Fund Operating Budget to increase estimated
<br />revenues and expenditure appropriations resulting from the
<br />increase in Solid Waste Service Charges to provide funding for the
<br />increase in both the Southeastern Public Service Authority tipping
<br />fees and the City's landfill operating and closure/post-closure costs.

<br />07 - 15 - Public hearing on rezoning, use permit, and code amendment applications:

<br />(a) Z-06-06
<br />
<br />COUNTY STREET CORRIDOR - Benter Homes, LLC requests
<br />the rezoning of 1919 County Street from downtown, 0-2 industrial,
<br />to downtown, 0-2 residential, in order to build four single family
<br />residential dwellings. Vision Principle: Thriving Neighborhoods
<br />and a Sense of Community.
