Smith, Holley <br />Nays: None <br /> <br />07 - 24 - Adoption of a resolution authorizing the City Manager to execute a Deed of <br />Easement to Virginia Electric and Power Company doing business as Dominion Virginia <br />Power for installation, operation and maintenance of electric power lines and <br />appurtenant equipment over, under and across lands of the City lying adjacent to the <br />south right of way line of High Street and the western terminus of the Churchland <br />Bridge. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. Virginia Electric and Power Company doing business as Dominion Virginia <br />Power has requested an easement across lands of the City lying adjacent to the south <br />right of way line of High Street and the western terminus of the Churchland Bridge. <br /> <br />Discussion: <br />. This easement would be used for installation, operation and maintenance of <br />electric power lines and appurtenant equipment of Virginia Electric and Power <br />Company. <br />. This property is owned by the City and is designated to be used as a park area in <br />the deed of conveyance to the City from George T. McLean and others. <br />. The property presently contains an easement to Commonwealth Gas for gas <br />lines across the property. There is also a small family cemetery on this land. <br /> <br />Financial Impact: <br />. The granting of this easement will not adversely affect the use of the property as <br />a park area. <br /> <br />Staff Recommends: <br />Adoption of proposed resolution. Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. The City Manager will execute the Deed of Easement and any other required <br />documents on behalf of the City to complete this easement to Virginia Electric and <br />Power Company. <br />. The office of the City Attorney will see to the preparation of appropriate <br />documents to be presented to the City Manager for his execution reserving this <br />easement. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE DEED OF <br />EASEMENT FROM THE CITY OF PORTSMOUTH TO VIRGINIA ELECTRIC AND <br />POWER COMPANY DOING BUSINESS AS DOMINION VIRGINIA POWER FOR <br />INSTALLATION, OPERATION AND MAINTENANCE OF ELECTRIC POWER LINES <br />AND APPURTENANT EQUIPMENT OVER, UNDER AND ACROSS LANDS OF THE <br />CITY LYING ADJACENT TO THE SOUTH RIGHT OF WAY LINE OF HIGH STREET <br />AND THE WESTERN TERMINUS OF THE CHURCHLAND BRIDGE. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to execute a deed of easement to <br />Virginia Electric and Power Company doing business as Dominion Virginia Power for <br />the installation, operation and maintenance of electric lines and appurtenant equipment <br />over, under and across lands of the City of Portsmouth lying adjacent to the south right <br />of way line of High Street and the western terminus of the Churchland Bridge; and to <br />execute such further documents and plats as may be required to give effect to said <br />easement. " <br />
