Smith liaison to the Parkview <br />neighborhood. <br /> <br />'" Mr. D. Smith provided copies of the Peterson Plan to Council and asked that they <br />take a look at the plan to find those things that may apply to the City. <br /> <br />'" Mr. Moody asked that Deputy City Manager Rowe give an update on the sound <br />barrier for 1-164. <br /> <br />. Deputy City Manager Rowe provided Council and citizens with an update on the <br />progress of the legislation introduced to Congress with regards to the sound <br />barrier for 1-164. <br /> <br />'" Ms. Randall asked that a task force be implemented to address neighborhood <br />concerns. <br /> <br />'" Mr. Moody asked that staff provide information on the progress of finding <br />solutions to the flooding in Portsmouth. <br /> <br />. Deputy City Manager Rowe provided Council and citizens with an overview of <br />what is to be expected from the two drainage studies that are being conducted. <br />He also informed citizens that detailed information with regards to the studies <br />would be provided January 2007. <br /> <br />06 - 575 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />06 - 576 - Non-Agenda Speakers <br /> <br />1. Edward Nagle, 311 Dinwiddie Street, concerned with flooding on Dinwiddie Street <br />asked for a letter to give to the Federal Emergency Management Agency (FEMA) <br />stating the problem of constant flooding on Dinwiddie Street and that there is no <br />immediate solution to the problem. <br /> <br />2. Joyce Bruce, 528 Hampton Place, voiced her concern with damage caused by <br />continuous flooding and the loss of value of homes in the area. <br /> <br />3. Charles Whitehurst, 342 Worthington Square, voiced his frustrations with the <br />constant flooding in his neighborhood and asked the Council make improving the <br />drainage problem part of the Capital Improvement Plan budget (CIP). <br /> <br />4. Clyde Toler, 1029 Blair Street, voiced his disappointment with various issues within <br />the City and with Council. <br /> <br />5. Martha Ann Creecy, 317 Dinwiddie Street, spoke on the November 30, 2006 staff <br />meeting regarding flooding in the Downtown area. <br /> <br />6. Terry McKown, 327 Dinwiddie Street, asked that Council make solving the flooding <br />issue in the Downtown area a priority. <br />
