Smith, Holley <br />Nays: None <br /> <br />06 - 572 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth, Virginia (2006) by adopting a new Section 22-582, and by amending <br />Sections 22-578, 22-611, 22-642, and 22-664 thereof to establish new penalties for <br />illegal parking in the Downtown Business District. Vision Principles: Thriving <br />Neighborhoods and a Sense of Community and A Robust and Prospering Economy. <br /> <br />Background: <br />. The Parking Masterplan completed for the downtown area of Portsmouth <br />recommended a reduction in the parking fines for downtown to $15 from the existing <br />$30 charge for a violation. <br /> <br />Discussion: <br />. The reduction in fines is recommended to reduce the impact on the one time <br />tourist that may get an unfavorable impression of the city as a result of the large amount <br />of the fine on their visit to Portsmouth. <br />. In meeting with the civic leagues of Olde Town, Olde Towne South, and the <br />Olde Towne Business Assoc. it was felt the fines should remain their existing level in <br />the downtown residential areas and only be reduced in the business district. It was felt <br />the higher fine was needed for enforcement in the residential areas. Staff concurred <br />with their concerns. <br />. The Downtown Business District is described as the area bounded by Queen St <br />on the north, King St. on the south, Chestnut St. on the west, and Water St. on the east. <br /> <br />Financial Impact: <br />. It is felt that the reduction in revenue from the reduced fines will be offset by the <br />increased level of enforcement in the downtown area. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principles: Thriving Neighborhoods and a <br />Sense of Community and A Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. To develop the program to increase the parking enforcement in the downtown <br />area. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY ADOPTING A NEW SECTION 22-582 AND BY <br />AMENDING SECTIONS 22-578(a), 22-611(b), 22-642(b), AND 22-664(c) THEREOF <br />TO ESTABLISH NEW PENALTIES FOR ILLEGAL PARKING IN THE DOWNTOWN <br />BUSINESS DISTRICT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D.
