Church, opened the <br />meeting with prarer which was followed by the Pledge of Allegiance <br />to t~e Flag. <br /> <br /> !Mayor Webb Called .the meeting to order and welcomed all in <br />attehdance. <br /> <br /> iMotion of r. Epperson, and seconded by Mr. King, the minutes <br />of alcalled meeting on April 12, 199~; a Regular Meeting on April <br /> <br />12, ~993; a Call <br />Meeting on April <br />corrections note <br />Review Appeal wa <br />93-140, the nomi <br />noted correction <br /> <br />93-151 - Resolut <br />Firs~ Citizen fo <br /> <br />ed Meeting on April 13,1 1993; and a Regular <br /> 13, 1993, were approved, with the following <br />~: Item 93-129, the Commission of Architectural <br />s granted by vote of 6-1 (Epperson); and Item <br />nations were made by Councilman Pitts. ~ith the <br />s, the minutes were adopted and by unanimous vote. <br /> <br />ion honoring Morton V. "Mo" Whitlow as the City's <br /> 1992. <br /> <br /> Motion of ~r. Hawks, and seconded by Mr. Epperson, the <br />following resolution was adopted and by the following vote: <br /> <br />A RESOLUTION HONORING MORTON V. '~MO" ~ITLOWa~_.~ THE CITY'S FIRST <br />CITIZEN FOR 1992. <br /> <br /> ~EREAS, Morton V. "Mo" Whitlow is the recipient of the <br />Citizen Award for 1992; and <br /> <br /> ~EREAS, Mr. Whitlow is the fifty-fifth person to receive <br />such an award and honor; and <br /> <br /> WT~EREAS, Mr <br />Portsmouth have <br />passion and enth <br /> <br />~ ~EREAS, Mr <br />~stablishment of <br />as a member of C <br />Island Race, cha <br />limited to, thos <br />Development, Spo <br />Festival. He <br />and served as <br /> <br />· Whitlow's many accomplishments~ in the City of <br />~istinguished him as a citizen WhO has dedication <br />~siasm for this City; and <br /> <br /> · Whitlow's many accomp!lishments include the <br /> a successful law practice in Portsmouth, service <br />ity Council for six years, the founder of the <br />[rmanship of several committees including, but <br />~ involving sailing events, Volunteer Downtown <br />fts Authority of Hampton Roads and the Seawall <br />is also a six year member of the PortsEvents Board <br />President in 1991; and <br /> <br /> WHEREAS, for more than twenty years, Mr. Whitlow has given <br />unselfishly of his time, energy and other resources to provide and <br />promote activities for the citizens of ~he City of Portsmouth; and <br /> <br /> ~EREAS, Mr. Whitlow's efforts have contributed to a positive <br />PortSmouth image. <br /> <br /> NOW~ THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Council does hereby acknowledge <br />achievements of Mr. Morton V. "Mo" Whitlow and his receipt of the <br />First Citizen Award for 1992. <br /> BE IT FURTHER RESOLVED that a copy of this resolution be <br />spread upon the minutes of this Council and that a copy be <br />presented to Mr. whitlow in recognition of his achievements." <br /> <br /> <br />
