<br />November 28. 2006 <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2006-2007 COMMUNITY PLANNING <br />AND DEVELOPMENT PROGRAM FUND BUDGET THE SUM OF $100,000 IN <br />EXCESS HOME PROGRAM INCOME RECEIVED IN FY 2006-2007 TO BE USED <br />FOR THE DOWN PAYMENT AND CLOSING COST ASSISTANCE PROGRAM <br />ADMINISTERED BY THE PORTSMOUTH REDEVELOPMENT AND HOUSING <br />AUTHORITY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />06 - 543 - Adoption of an ordinance accepting a grant in the amount of $1,400 from the <br />Senior Services of Southeastern Virginia and appropriating said amount in the FY 2006- <br />2007 Grants Fund Budget for a DVD library at the Senior Station. Vision Principles: <br />Lifelong Learning Community, and Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The purpose of this grant is to provide a DVD library at the Senior Station on <br />'Senior Specific' issues relating to health, nutrition, finance, relationships etc. and to <br />provide quarterly presentations on current senior topics by appropriately qualified <br />speakers. <br /> <br />Discussion: <br />. The Senior Station serves as a 'hub' of activities and programs for senior adults. <br />The addition of the DVD library and speaker's program furthers this mission. The <br />program began in October 2005 and is being continued another year. With proper <br />administration and reporting to Senior Services of Southeastern Virginia, this funding <br />will be extended again in 2007 for an additional year maximizing the impact of this grant <br />over a total three-year period. <br /> <br />Financial Impact: <br />. There is an in-kind match of 15% required. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principles: Lifelong Learning Community, and <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. The Senior Station Recreation Program Specialist will be the project manager for <br />the grant and will keep the Department updated on the status of the programs. Smith, Holley <br />Nays: None <br /> <br />06 - 544 - Adoption of an ordinance authorizing the refunding of $19,532.45 to Dail's <br />Hardware, Inc. for Business Personal Property Taxes erroneously paid thereon during <br />calendar year 2006. Vision Principle: A Robust and Prospering Economy. <br />
