November 28. 2006 Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE APPROPRIATING IN THE FY 2006-2007 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND BUDGET THE SUM OF $100,000 IN EXCESS HOME PROGRAM INCOME RECEIVED IN FY 2006-2007 TO BE USED FOR THE DOWN PAYMENT AND CLOSING COST ASSISTANCE PROGRAM ADMINISTERED BY THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY." Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley Nays: None 06 - 543 - Adoption of an ordinance accepting a grant in the amount of $1,400 from the Senior Services of Southeastern Virginia and appropriating said amount in the FY 2006- 2007 Grants Fund Budget for a DVD library at the Senior Station. Vision Principles: Lifelong Learning Community, and Thriving Neighborhoods and a Sense of Community. Background: . The purpose of this grant is to provide a DVD library at the Senior Station on 'Senior Specific' issues relating to health, nutrition, finance, relationships etc. and to provide quarterly presentations on current senior topics by appropriately qualified speakers. Discussion: . The Senior Station serves as a 'hub' of activities and programs for senior adults. The addition of the DVD library and speaker's program furthers this mission. The program began in October 2005 and is being continued another year. With proper administration and reporting to Senior Services of Southeastern Virginia, this funding will be extended again in 2007 for an additional year maximizing the impact of this grant over a total three-year period. Financial Impact: . There is an in-kind match of 15% required. Staff Recommends: Adoption of proposed ordinance. The Senior Station Recreation Program Specialist will be the project manager for the grant and will keep the Department updated on the status of the programs. The City Council liaison will provide information to the City Council as appropriate. Smith, Holley Nays: None 06 - 544 - Adoption of an ordinance authorizing the refunding of $19,532.45 to Dail's Hardware, Inc. for Business Personal Property Taxes erroneously paid thereon during calendar year 2006.
