i0.7
May 25, 1993

I recommend ~pproval of this request to transfer $77,162 from
the Grants Contingency Account to fund the program. If the grant
is not awarded, n. expenditures will occur, however, your approval
of this motion will permit the expedited start of the Summer Lunch
Program."

Motion of Mr. King and seconded by Mr. Clemons, the
recommendation to transfer $77,162 from the Grants Contingency
Account for the 1~93 Summer Breakfast and Lunch Program as awarded
by the United States Department of Agriculture was adopted and by
the following votI:
Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb
Nays: None

93-211 Letter from the City Manager recommending adoption of
a motion to receiye as information the Quarterly Financial Report
for t~e period ended Marc~ 31, 1993.
"In accordance with ~ection 12-64 of the City Code, the
Quarterly Financial Report for the period ended March 31, 1993 is
~nerewith submitted."

Actual reven'aes to date stand at 62 percent of the revenues
estimated for the year, and 68 percent of the appropriations have
been expended as of March 31, 1993. During the same quarter last
year 0 percent o~ the estimated revenues nad been received and
expenditures were 71 percent of the budget appropriations.

~nile the important last quarter of the fiscal year lies
ahead, with its d~sproportionately large share of revenues to come
in, the expenditure reduction over last year is certainly worthy
of co.m~.ent. It i~ my belief that the three percentage points
reduction in expehditures over the previous year is reflecting the
results of the Workforce Management program as well as a concerted
effort on the part of management to hold the line on
expenditures."

Motion of Mr. Hawks and seconded by Mr. King, the
recommendation to receive as information the Quarterly Financial
report for the period ended March 31, 1993, was adopted and by the
following vote:

Ayes: Clemons~ Epperson, Griffin, Hawks, King, Pitts, Webb
Nays: None
- NEW BUSINESS -

93-212 - Motion of Mr. Hawks and seconded by Mr. King the
following resolution was adopted and by the following vote:

"A RESOLUTION OPPQSING ANY CONSIDERATION OF THE CLOSING OF THE
NORFOLK NAVAL SHIPYARD IN PORTSMOUTH, VIRGINIA.

WHEREAS, the Norfolk Naval Shipyard has operated continuously
since 1767 in Portsmouth~ Virginia; and

WHEREAS, the Norfolk Naval Shipyard has contributed ~o our
nation's security and defense by its efficient and expeditious
repair of the country's naval vessels; and

WHEREAS, the Norfolk Naval Shipyard also has a major economic
impact on Hampton Roads in general and the City of Portsmouth in
particular, as an employer of nearly 10,000 highly qualified
civilian and 150 military employees; and

Defens
gover~

HEREAS, the Norfolk Naval Shipyard has been added by the
e Base Closure and Realignment Commission to the list of
ment installations to be considered for closing; and
