<br />At a Regular Meeting of the City Council on Tuesday, November 14, 2006 there
<br />were present:
<br />
<br />Mayor James W. Holley, III, Vice Mayor Marlene W. Randall, William E. Moody, Jr.,
<br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City
<br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Reverend Lonnie C. McClain opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag led by Boy Scout Troop #215.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Heretick, and seconded by Ms. Randall, to approve the minutes of
<br />a Called Meeting on October 24, 2006, and of a Regular Meeting on October 24, 2006,
<br />and were adopted by the following vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley
<br />Nays: None
<br />
<br />06 - 510 - Presentations:
<br />
<br />. Proclamation presented to Captain Richard Berkey, Norfolk Naval Shipyard
<br />Commander, for "Norfolk Naval Shipyard Birthday & Appreciation Month."
<br />
<br />. Proclamation presented to Dorothy Hill for "American Association of University
<br />Women Day."
<br />
<br />- Public Hearing -
<br />
<br />06 - 511 - Public hearing on rezoning and use permit applications:
<br />
<br />(a) Z-06-04
<br />
<br />COUNTY STREET CORRIDOR - Bethel Temple Church proposes
<br />to rezone property located at 620 Constitution Avenue for the
<br />purpose of church expansion from Downtown, 0-2, Industrial to
<br />Downtown, 0-2, Office. Vision Principle: Neighborhood and
<br />Community Transformation.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. R. Smith, to defer consideration of
<br />Z-06-04 to the February 13, 2007 Council meeting, and was adopted by the following
<br />vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley
<br />Nays: None
<br />
<br />(b) Z-06-05
<br />
<br />CEDAR POINT - Rezoning application request of Thomas & Ellen
<br />Holland to rezone a portion of 242 Cypress Road from Single-family
<br />Residential RS-75 to Neighborhood Commercial (C-1). The portion
<br />to be rezoned is approximately 2,400 square feet. The
<br />Comprehensive Plan recommends commercial development for
<br />this area. Vision Principle: Neighborhood and Community
<br />Transformation.
<br />
<br />1. Estella Bond, 247 Cypress Circle, spoke in opposition to this item.
<br />
<br />Motion by Ms. Psimas, and seconded by Mr. Heretick, to concur with the
<br />recommendation of the Planning Commission that Z-06-05 be approved on first reading,
<br />and was adopted by the following vote:
