June 8, 1993 As you are aware, staff has been working very closely with the PARC Place and HER Shelters to identify additional support funds. The Emergency Shelter Grant is part of HUD's mandate to localities receiving Emergency Shelter Grant funds to use the money as quickly as possible so that the homeless may benefit. A total of $29,000 has been awarded to be equally divided between the PARC Place and HER Shelters. Both sub-recipients, separate~operating entities, will use the funds to cover operating expenses. The total grant award of $29~000 in federal funds represents 50% of the project costs. The required 50% local match will be provided by the P~RC Place and by the HER Shelter. I recommend approval of the funds and the transfer of $29,000 from the Grants Contingency Account to s~pport the two programs." Motion of Mr. King and seconded by Mr. Epperson that the transfer be approved and was adopted by the following vote: Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb Nays: None 93-231 - Letter from the City Manager recommending adoption of a motion to refund $41.36, with interest, to John J. Malizia for real estate taxes assessed and paid in error for FY 1989/90 through FY 1991/92. "The City Assessor is requesting a refund of $41.36, with interest, to John J. Malizia whose mailing address is 3 Two Oaks Court, Portsmouth, Virginia 23703. The parcel had been erroneouslY assessed with a full bath. The refund is for Real Estate Taxes assessed and paid in error for the fiscal years of 1989-90 through 1991-92. I recommend your approval of this motion for a refund with interest." I'Anson, Jr. to be appointed to a three year term endina_ June 30, i9~6, replacing Reverend James ~. m Whitaker.
