<br />October 24. 2006 <br /> <br />(b) The facility shall comply with the submitted site plan and floor plan. <br /> <br />(c) The days and hours of operation shall be Monday through Friday, 7:30 a.m. to <br />6:30 p.m. <br /> <br />(d) The applicant shall maintain the 2,469.7 square foot backyard and the six-foot <br />high fencing for the outdoor play area. <br /> <br />(e) Outdoor play hours shall be between 8:00 a.m. and 6:00 p.m. <br /> <br />(f) The applicant shall maintain off-street parking to accommodate one parking <br />space for a staff member and one drop off/pick up space for children. <br /> <br />(g) The drop-off and pick-up of children shall take place within the existing gravel pull <br />off area located along Lancaster Avenue. <br /> <br />(h) The applicant shall adhere to the approved trash plan for once weekly trash <br />pickup, approved by the Department of General Services on August 7, 2006. <br /> <br />(i) The facility shall submit to all required inspections and approvals obtained by the <br />City's Fire Department Bureau, Public Health Department and Building Official. This <br />shall include an initial inspection prior to the opening of the facility and annual <br />inspections thereafter. <br /> <br />(j) The applicant shall comply with the Uniform Statewide Building Code. <br /> <br />(k) The applicant shall comply with all applicable codes, ordinances and regulations <br />of federal, state and local governments and shall obtain and maintain all necessary <br />licenses and permits. <br /> <br />(I) All fees in connection with the proposed use shall be paid when due. <br /> <br />4. Smith, Randall <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />06 - 488 - Adoption of an ordinance accepting a grant in the amount of $14,087 from the <br />Virginia Department of Environmental Quality and appropriating said amount in the FY <br />2006-2007 Grants Fund Budget for litter prevention and clean-up. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Background: <br />. Each year the Department of Environmental Quality (DEQ) provides the City of <br />Portsmouth's Clean Community Commission with non-competitive grant funds for <br />program efforts executed in Portsmouth neighborhoods and communities. <br />. The funds received from the DEQ allows the promotion of litter prevention, clean <br />up, and beautification of Portsmouth communities, neighborhoods, and City gateways. <br />. Quality neighborhoods promote livability in the City and encourage economic <br />development and fiscal strength. <br />
