Mary Phillips, 2505 Gilmerton Road, Chesapeake, asked numerous questions <br />regarding the operation of the power plant at SPSA. <br /> <br />10. Marjorie Mayfield Jackson, 475 Water Street, had concerns about how the <br />SPSAlCovanta Trashport Project would impact the environment. <br /> <br />11. Martha Ann Creecy, 317 Dinwiddie Street, spoke in opposition to the SPSAlCovanta <br />Trashport Project. <br /> <br />12. Stephanie Love, 1730 A Street, spoke on the benefits of SPSAlCovanta Trashport <br />Project. <br /> <br />13. Reggie Allen, 1421 Wilcox Avenue, spoke in support of SPSAlCovanta Trashport <br />Project. <br /> <br />14. Christa Black, 703 Finchley Road, asked Council to vote In opposition to <br />SPSAlCovanta Trashport Project. <br /> <br />15. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of the SPSAlCovanta <br />Trashport Project with qualifications. <br /> <br />16. Bev Sell, 3610 Henrico Street, Norfolk, spoke in opposition to the SPSAlCovanta <br />Trashport Project. <br /> <br />17. John Long, 4439 Winchester Drive, spoke on the benefits of SPSAlCovanta <br />Trashport Project. <br /> <br />06 - 474 - Public hearing on use permit application: <br /> <br />(a) UP -06-12 <br /> <br />WESTHAVEN NEIGHBORHOOD - Adelia Pugh requests a use <br />permit for a Family Day Home at 3922 Griffin Street <br />accommodating children aged 2 % to 6 years. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Motion by Mr. R. Smith, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that UP-06-12 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Psimas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />06 - 475 - Adoption of a resolution authorizing the City Manager to execute an <br />agreement with the Commonwealth of Virginia Department of Transportation for certain <br />transportation improvements in the City of Portsmouth.
