<br />At a Regular Meeting of the City Council on Tuesday, October 10, 2006 there
<br />were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, Elizabeth M. Psimas, Ray
<br />A. Smith, Sr., Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G.
<br />Timothy Oksman.
<br />
<br />Reverend James E. Wynn, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Ms. Psimas, and seconded by Ms. Randall, to approve the minutes of
<br />a Called Meeting on September 25, 2006, of a Called Meeting on September 26, 2006,
<br />of a Regular Meeting on September 26, 2006, of a Called Meeting on October 1, 2006,
<br />of a Called Meeting on October 2, 2006, and of a Called Meeting on October 3, 2006,
<br />and were adopted by the following vote:

<br />. Proclamation presented to Jeannie Larcombe for "National Friends of the Library
<br />Week."

<br />. Presentation of special lapel pins to newly appointed Board and Commission

<br />Public hearing on a proposed Term Sheet leading to a contract between
<br />the City of Portsmouth, the Portsmouth Port and Industrial Commission,
<br />and the Transriver Portsmouth LLC, a subsidiary of Covanta Energy
<br />Corporation, concerning the lease of certain property to serve as a
<br />Transfer Station of municipal solid waste.
<br />
<br />1. Garland Hale, 117 Shore Drive, spoke in opposition to the Southeastern Public
<br />Service Authority (SPSA) ICovanta Trashport Project.
<br />
<br />2. Joanna Hall, 92 Nicholson Street, asked several questions and voiced her opposition
<br />to the SPSAlCovanta Trashport Project.
<br />
<br />3. Charlie Ferguson, 3017 Miars Green, Chesapeake, asked that Council look carefully
<br />at issues such as the capacity of the proposed trash and also the contents of the
<br />trash to ensure that there are no chemical or hospital waste being shipped to the
<br />Trashport.
<br />
<br />4. Melody Repanshek, 54 Channing Avenue, spoke in opposition to the SPSAlCovanta
<br />Trashport Project.
<br />
<br />5. Ellis James, 2021 Kenlake Place, Norfolk, had concerns about how the
<br />SPSAlCovanta Trashport Project would impact the environment.
<br />
<br />6. Terry Danaher, 413 Dinwiddie Street, gave varying points of view regarding the
<br />SPSAlCovanta Trashport Project.
<br />
<br />7. Clarence Mason, 940 Jefferson Street, was concerned that there would be an
<br />increase in odor from SPSA and with how this project would effect the environment.
