July 13, 1993 "The Master Rehabilitation Study and the Water Transmission Analysis Study which you previously authorized gave the City an effective array of tools to continually analyze the CitY's water distribution system, Both of those studies as well aS current system modellng indicate that the Port Norfolk and Terminal area is lacking adequate fire protection water and suffers from inconsistent water pressure. These Studies recommend that a new water storage tank be built, The Studies also!indicated that this new facility will be of great advantage if a major failUre occurred at the Public Utilities Godwin Street water Storage Facility. . ~: : ; An elevated tank with a capacity of 2.5 million gallons will be constructed on Broad Street, outside of the historic district limits, in Port Norfolk. The Capital Improvement Program provides for funding of this project. I concur with the recommendation of the Director of Public utilities that the construction contract for this project be awarded to the low responsible bidder, Pittsburgh-Des Moines, Inc. (PDM, Inc.), (see attached bid analysis). Z also request approval of an appropriation of $2,158,438 for construction of this project and your permission to enter into a contract with PDM, InC. With your approval of this item, the balance in the Public Utility Capital Improvements FUnd will be $37566~723." Motion by Mr. Griffin, and seconded by Mr. King, to adopt the following ordinance and by the following vote: "AN ORDINANCE TO APPROPRIATE $2,158,438.00 FROM THE PUBLIC UTILITY CAPITAL IMPROVEMENTS FUND FOR CONSTRUCTION OF THE BROAD STREET ELEVATED WATER TANK." Ayes: Clemons, Griffin, Hawks, King, Pitts, Webb Nays: None Motion of Mr. Pitts, and seconded by Mr. Griffin, to award the construction contract for this project to the lowest responsible bidder, Pittsburgh-Des Moines, Inc. (PDM, Inc.) and was adopted by the following vote: Ayes: Clemons, Griffin, Hawks, King, Pitts, Webb Nays: None 93-285 - Letter from the City Manager recommending adoption of an ordinance amending Section 10-95 pertaining to a voting place for Precinct No. 9, from Harry Hunt Junior High School, to Third Street Baptist Church located at 461 Godwin Street. "The Electoral Board of the City of Portsmouth has requested that we amend Section 10-95 pertaining to a voting place for Precinct No. 9 from Harry Hunt Junior High School to the Third Baptist Church at 461 Godwin Street in the City of Portsmouth. The Third Baptist Church has consented to serve as Voting Precinct No. 9. I concur with the recommendation of the Electoral Board and recommend your approval of this ordinance." Motion of Mr. Clemons, and seconded by Mr. King, to adopt the following ordinance and by the following vote: ,'AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTION 10-95 THEREOF, PERTAINING TO A VOTING PLACE FOR PRECINCT 9." Ayes: Clemons, Griffin, Hawks, King, Pitts, Webb Nays: None
