July 13, 1993 <br /> <br /> "The Master Rehabilitation Study and the Water <br />Transmission Analysis Study which you previously authorized <br />gave the City an effective array of tools to continually <br />analyze the CitY's water distribution system, <br /> <br /> Both of those studies as well aS current system modellng <br />indicate that the Port Norfolk and Terminal area is lacking <br />adequate fire protection water and suffers from inconsistent <br />water pressure. These Studies recommend that a new water <br />storage tank be built, The Studies also!indicated that this <br />new facility will be of great advantage if a major failUre <br />occurred at the Public Utilities Godwin Street water Storage <br />Facility. . ~: : ; <br /> <br /> An elevated tank with a capacity of 2.5 million gallons <br />will be constructed on Broad Street, outside of the historic <br />district limits, in Port Norfolk. The Capital Improvement <br />Program provides for funding of this project. <br /> <br /> I concur with the recommendation of the Director of Public <br />utilities that the construction contract for this project be <br />awarded to the low responsible bidder, Pittsburgh-Des Moines, <br />Inc. (PDM, Inc.), (see attached bid analysis). Z also request <br />approval of an appropriation of $2,158,438 for construction of <br />this project and your permission to enter into a contract with <br />PDM, InC. With your approval of this item, the balance in the <br />Public Utility Capital Improvements FUnd will be $37566~723." <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. King, to adopt <br />the following ordinance and by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $2,158,438.00 FROM THE PUBLIC <br />UTILITY CAPITAL IMPROVEMENTS FUND FOR CONSTRUCTION OF THE BROAD <br />STREET ELEVATED WATER TANK." <br /> <br />Ayes: Clemons, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Griffin, to award <br />the construction contract for this project to the lowest <br />responsible bidder, Pittsburgh-Des Moines, Inc. (PDM, Inc.) and <br />was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-285 - Letter from the City Manager recommending adoption of <br />an ordinance amending Section 10-95 pertaining to a voting <br />place for Precinct No. 9, from Harry Hunt Junior High School, <br />to Third Street Baptist Church located at 461 Godwin Street. <br /> <br /> "The Electoral Board of the City of Portsmouth has <br />requested that we amend Section 10-95 pertaining to a voting <br />place for Precinct No. 9 from Harry Hunt Junior High School to <br />the Third Baptist Church at 461 Godwin Street in the City of <br />Portsmouth. The Third Baptist Church has consented to serve as <br />Voting Precinct No. 9. <br /> <br /> I concur with the recommendation of the Electoral Board <br />and recommend your approval of this ordinance." <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. King, to adopt <br />the following ordinance and by the following vote: <br /> <br /> ,'AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1988, BY AMENDING SECTION 10-95 THEREOF, PERTAINING <br />TO A VOTING PLACE FOR PRECINCT 9." <br /> <br />Ayes: Clemons, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br /> <br />
