(a) S-06-04 September 12. 2006 PRENTIS PARK NEIGHBORHOOD - Ordinance granting the request of Center for Community Development for the closure of a portion of Scott Street off of Elm Avenue. Vision Principle: Neighborhood and Community Transformation. Motion by Mr. D. Smith, and seconded by Mr. Heretick, to defer the following ordinance to the March 13, 2007 Council meeting, and was adopted by the following vote: Ayes: Heretick, Moody, Randall, D. Smith, R. Smith, Holley Nays: None (b) UP-06-06 COUNTY STREET CORRIDOR - New Mount Olivet Baptist Church requests a use permit for a childcare center at 1000 County Street. Vision Principle: Neighborhood and Community Transformation and Lifelong Learning Community. Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the recommendation of the Planning Commission that UP-06-06 be approved on first reading, and was adopted by the following vote: Ayes: Heretick, Moody, Randall, D. Smith, R. Smith, Holley Nays: None (c) UP-06-07 ROLLlNGWOOD AND COLLlNSWOOD NEIGHBORHOODS - Myra Dunn, owner of Yee Hwa Korean Restaurant, requests a use permit to operate an entertainment establishment in the banquet room of her current restaurant at 107 Chowan Drive. Vision Principle: A Robust and Prospering Economy. 1. Kathleen Carlson, 100 Snead Fairway, spoke in support of this item. Motion by Mr. Moody, and seconded by Mr. R. Smith, to concur with the recommendation of the Planning Commission that UP-06-07 be approved on first reading, and was adopted by the following vote: Ayes: Heretick, Moody, Randall, D. Smith, R. Smith, Holley Nays: None (d) UP-06-08 CRADOCK NEIGHBORHOOD - Robert C. Barclay, IV on behalf of The Elizabeth River Project and B. David Peck, requests a use permit to excavate at 1141 Victory Boulevard and sell the excavated material on the open market. This project is associated with the creation of Paradise Creek Park. Smith, and seconded by Ms. Randall, to concur with the recommendation of the Planning Commission that UP-06-08 be approved on first reading with condition modifications extending hours for hauling to 5:30 p.m. - 8:30 p.m., during the months of May through September, and was adopted by the following vote: Ayes: Heretick, Moody, Randall, D. Smith, R. Smith, Holley Nays: None
