<br />September 12. 2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, September 12, 2006, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Ray A. Smith, Sr., Douglas L. Smith, City Manager James B. <br />Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Pastor Robert Lee, opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. D. Smith, to approve the minutes of <br />a Called Meeting on August 21, 2006, of a Called Meeting of August 22, 2006, of a <br />Regular Meeting on August 22, 2006, and of a Special Called Meeting on August 28, <br />2006 with noted changes to the August 22, 2006 Public Work Session (changing 1-64 to <br />1-164 and Councilman Smith to Councilman R. Smith), and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />06 - 410 - Presentations: <br /> <br />. Special proclamations presented to Talbott Johnson, Delaney Oksman and Cheryl <br />Walton for their work, as pages, in the Senate and House of Delegates. <br /> <br />. Mayor Holley shared, with citizens, hand painted artwork given to him by Mr. Frank <br />Fritz of Churchland House. <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />. Mayor Holley informed citizens that Portsmouth had been named a finalist for the <br />National League of Cities Award for the POLITICS Program. <br /> <br />- Public Hearing - <br /> <br />06 - 411 <br /> <br />Public hearing on proposed changes to Chapter 16 of the City Code <br />(Garbage and Refuse). <br /> <br />1. Steve Carroll, 3112 Riveredge Drive, had questions regarding code changes and <br />how it would impact the community. <br /> <br />06 - 412 <br /> <br />Public hearing on the issuance of general obligation school bonds (the <br />"Bonds") of the City in an amount not to exceed $7,500,000 to finance <br />certain capital projects for school purposes. <br /> <br />There were no speakers. <br /> <br />06 - 413 <br /> <br />Public hearing on a proposed ordinance to establish and fund a new <br />Recreation Fund within the 2006-2007 Operating Budget through a <br />supplemental appropriation. <br /> <br />There were no speakers. <br /> <br />06 - 414 - Public hearing on street closure and use permit applications: <br />
