166 <br /> <br />Auqust 24, 1993 <br /> <br /> "In the 3800 block of Shannon Road, in the Castle Heights <br />Subdivision, a storm drain exists i~ the backyards of the <br />resident's homes which has numerous major cave-ins that present <br />a hazard to residents. The pipe, which was installed when the <br />subdivision was part of' Norfolk County, is not completely <br />contained in the easement as set up in the subdivision <br />documents. This pipe (as it presently exists) is a serious <br />legal liability~to the City of Portsmouth. For this reason, <br />the City Attorney recommended the reloc&tion of the pipe. <br /> <br /> To alleviate this situation, bids were received on August <br />10, 1993 for the abandoning and relocating of the pipe in <br />Shannon Road. The bids were competitive and favorable as a <br />result of the current construction market (see Attachment No. <br />1). The total anticipated project costs are as follows: <br /> <br />Contract Price (CPG, Inc.) <br />Public utilities <br />Traffic Engineering <br />Contract Administration and Inspection <br />Prior Design and Survey Costs <br />Contingencies <br /> <br />$115,352.25 <br />$ 10,000.00 <br />$ 2,000.00 <br />$ 18,000.00 <br />$ 4,647.75 <br />$ 20,000.00 <br /> <br />TOTAL ANTICIPATED PROJECT COST <br /> <br />$170,000.00 <br /> <br /> The low bidder, CPG, Inc., has successfully completed <br />previous projects for the City, therefore, the Director of <br />Public Works recommends the award of the contract to the low <br />bidder and appropriation of $170,000. <br /> <br /> I, therefore, concur and recommend award of the contract <br />and appropriation of the necessary funds. With your approval <br />of this item, the balance in the Capital Improvements Fund will <br />be $12,216,204." <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. King, the <br />following ordinance was adopted and by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $170,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR RELOCATING THE STORM DRAIN INTHE 3800 <br />BLOCK OF SHANNON ROAD. <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-328 Letter from the City Manager recommending adoption of <br />a resolution authorizing the appointment of viewers for a <br />requested closure of portions of Industrial Avenue and Detroit <br />Street. <br /> <br /> ".~n appIication has been filed with the ~Planning <br />Department for the closure of a portion of Industrial Avenue <br />and a portion of Detroit Street lying within the boundary of <br />the Virginia Port Authority. The Notice of Application and <br />request for appOintment of viewers has been advertised. <br /> <br /> I, therefore, recommend the adoption °f a resolution <br />appointing viewers for this application." <br /> <br /> <br />
