<br />AUQust 8. 2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, August 8, 2006, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilman William E. Moody, Jr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a <br />Special Called Meeting on July 24, 2006, of a Called Meeting on July 25, 2006, and of a <br />Regular Meeting on July 25, 2006, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />'" Mayor Holley clarified for the public that the Portsmouth City Council had not made a <br />decision about the proposals for the use of the Allied site near the Jordan Bridge. <br /> <br />06 - 351 - Presentations: <br /> <br />. Presentation, by E. Dana Dickens to the City of Portsmouth, from the Hampton <br />Roads Partnership. <br /> <br />. Presentation of the "All American City" banner, by Frank Tretola, to the City of <br />Portsmouth. <br /> <br />- City Manager's Report - <br /> <br />06 - 352 - Adoption of an ordinance to amend the City's FY 2006-2007 General Fund <br />Operating Budget to increase estimated revenues and expenditures by the sum of <br />$14,898 to provide for a part-time Membership Coordinator for the Portsmouth <br />Museums. Vision Principle: Lifelong Learning Community. <br /> <br />Background: <br />. The Department of Museums has a membership program that helps to support <br />the programs and activities of the museums. <br />. A part-time membership coordinator is employed to oversee that program. <br />. The program has expanded to include a joint program with Nauticus, Virginia Air <br />and Space and the Virginia Living Museum. <br />. The program also has a reciprocal program with the Association of Children's <br />Museums. <br /> <br />Discussion: <br />. The department is requesting a transfer of funds to help support the salary of the <br />part-time coordinator, therefore having the program become self-sufficient. <br />. Financial Impact: This is a request to provide additional financial support to the <br />part-time salary line for the Department of Museums. <br /> <br />Staff Recommends: <br />Adoption of proposed ordinance. Vision Principle: Lifelong Learning Community. <br />
