September 28, I993 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the Comprehensive Plan for the <br />City of Portsmouth, Virginia, designated as CP-89-1, be, and <br />the same hereby is amended as follows: <br /> <br /> 1. That Chapter 4 of the Comprehensive Plan he amended <br />by adding thereto under the heading ,Policies" a new section <br />entitled Regional Amusement and Recreational Facilities, to <br />read as follows: <br /> <br />Regional Amusement and Recreational Facilities <br /> <br /> Large scale amusement and recreational facilities should <br />be located near controlled access freeways which include <br />Interstate 264 and the Western Freeway. Such a regional <br />facility will be developed consistent with the concept of a <br />regional activity center. Exhibit 4-4.1 illustrates the <br />concept of a regional amusement and recreational facility and <br />closely associated supporting land uses. Supporting land uses <br />would generally include commercial development. Areas <br />designated commercial or industrial, with sufficient land area <br />for buffers, may be appropriate for these facilities. <br /> <br /> 2. That Chapter 4 of the Comprehensive Plan be amended by <br />revising the General Land Use Map contained therein to <br />designate for commercial development the properties located <br />east of McLean Street to the current property line of Fairwood <br />Homes located east of DeKalb Avenue; and by also designating <br />for commercial development the property bordered by Greenwood <br />Drive to the north and Normandy Street to the south. <br /> <br /> 3. That Chapter 4 of the Comprehensive Plan be amended by <br />revising the General Land Use Plan pertaining to Academy Park <br />to read as follows: <br /> <br /> Redevelopment of Academy Park is proposed with conunercial <br />development on Victory Boulevard at its intersection with 1-264 <br />and Greenwood Drive; a business park on the remaining property <br />between 1-264, Victory Boulevard, McLean Street and Greenwood <br />Drive; medium-density residential development east of McLean <br />Street and south of Greenwood Drive; a neighborhood park on the <br />former Academy Park Elementary School site; and co~=~ercial <br />development on the north side of 1-264. <br /> <br /> An alternative redevelopment proposal for Academy Park <br />(Fairwood Homes) is the development of a regional amusement and <br />recreational facility in the area south of 1-264. The <br />development would be consistent with the Regional Amusement and <br />Recreational Facilities Concept Plan (Exhibit 4-4.1). <br /> <br /> 4. That Chapter 8 of the Comprehensive Plan be amended <br />by adding thereto under the heading Policies, the following <br />policy: <br /> <br /> The City will consider use of large unified tracts of land <br />for large scale development of amusement and recreational <br />facilities as a means of diversifying Portsmouth's economic <br />base and promoting tourism. <br /> <br /> 5. That Chapter 8 of the Comprehensive Plan be amended by <br />adding thereto under the heading Proposals, the following <br />proposal: <br /> <br /> Both the Cox Property and Academy Park (Fairwood Homes) <br /> are areas which could support regional amusement and <br /> recreational facilities because of their size and unified <br /> ownership. <br /> <br /> <br />
