Audrey Whitlock, representing self, 3825 Pine Road, <br />concerning Sleepy Hole Golf Course. <br /> <br />spoke <br />spoke <br /> <br />PUBLIC HEARINGS - <br /> <br />93-371 - Public hearing to consider the adoption of a <br />resolution authorizing the guarantee, in the amount not to <br />exceed thirty eight million dollars ($38,000,000), of <br />obligations of the Sports Authority of Hampton Roads for the <br />purpose of building a horse race track and ancillary structures <br />and other costs associated with the establishment of a horse <br />racing facility in the City of Portsmouth. Such guarantee <br />shall be in the form of the full faith and credit of the City <br />of Portsmouth. <br /> <br /> Mayor Webb requested that the letter of September 24, <br />1993, that Mr. William A. Stanback, Chairman, Municipal Finance <br />Commission, submitted to The Honorable Mayor and Members of the <br />City Council be placed in the minites as follows: <br /> <br /> "At its regularly scheduled meeting on September 21, 1993 <br />the members of the Municipal Finance Commission received a <br />briefing from City staff members on the horse racing track and <br />ancillary facilities proposed to be established in Portsmouth. <br />Particular emphasis was placed on the financing for the race <br />track and the obligations to be undertaken by the City, as well <br />as the anticipated revenues and other benefits to be received. <br /> <br /> <br />
