<br /> At a Regular Meeting of ~he City Council held on Tuesday,
<br />september 28, 1993, there were present: .
<br />
<br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M.
<br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C.
<br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E.
<br />Katz, City Attorney.
<br />
<br /> Reverend Thomas M. Steele, New First Baptist Church -
<br />Taylorsville, opened the meeting with prayer which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion of Mr. Epperson, and seconded by Mr. Clemons, the
<br />minutes of a called meeting on September 13, 1993; a Regular
<br />Meeting on September 13, 1993; a Called Meeting on September 14,
<br />1993; and a Regular Meeting on September 14, 1993, were
<br />approved, and were adopted and by unanimous vote.

<br />93-366 Presentation of a Key to the City to Murray Douglas,
<br />Chief Executive of Portsmouth's Sister City, Dunedin, New
<br />Zealand.
<br />
<br />93-367 - Resolution honoring eight Virginia~State Troopers for
<br />their achievements in assistance to the City of Portsmouth in
<br />fighting drugs and violent crimes.
<br />
<br /> Motion by Mr. Epperson, and seconded by Mr. Hawks, to adopt
<br />the following resolution and by the following vote:
<br />
<br />A RESOLUTION HONORING EIGHT VIRGINIA STATE TROOPERS FOR THEIR
<br />ACHIEVEMENTS IN ASSISTING THE CITY OF PORTSMOUTH IN FIGHTING
<br />DRUGS AND VIOLENT CRIMES.
<br />
<br /> WHEREAS, the Governor of the Commonwealth of Virginia
<br />included additional revenue in the state operating budget to
<br />hire 15 State Troopers to assist local governments in fighting
<br />drugs and violent crimes; and
<br />
<br /> WHEREAS, said State Troopers along with local police
<br />officers and detectives constitute a crime fighting force known
<br />as the "Violent Crime Strike Force"; and
<br />
<br /> WHEREAS, the City of Portsmouth, Virginia was chosen by the
<br />Governor to be one of the Violent Crime Strike Force
<br />Headquarters and therefore, received 8 of the 15 State Troopers;
<br />and
<br />
<br /> WHEREAS, these eight State Troopers are M. Q. Me-bane, W. J.
<br />Wilborn, Jr., A. T. Gillis, E. Pettaway, J. D. Anderson, J. L.
<br />Cox, G. N. Hartley and K. B. Hicks; and
<br />
<br /> WHEREAS, these State Troopers have succeeded in
<br />accomplishing the following tasks which include, but are not
<br />limited to, the making of 131 felony arrests, 131 misdemeanor
<br />arrests, and recovering 27 firearms, and $25,470.00 worth of
<br />heroin and cocaine in a three month period; and
<br />
<br /> WHEREAS, the efforts of these State Troopers have greatly
<br />contributed to the safety and improvement of the quality of life
<br />for the citizens of the City of Portsmouth.
