September 28, 1993 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />Of Portsmouth, Virginia, that the City Manager be, and he is <br />hereby authorized to execute an option agreement~withPortsmouth <br />Redevelopment and Housing Authority, which option shall grant <br />the Authority the right to purchase the site of the former <br />Academy Park Elementary School upon the grant of a license to <br />operate a horse racing track to Virginia Racing Associates by <br />the Virginia Racing Commission, the site of said property being <br />depicted on the attached exhibit with such terms and conditions <br />as he shall believe to be in the best interest of the City and <br />the development of a horse racing track. <br /> <br /> BE IT FURTHER RESOLVED, that the City Manager be, and he is <br />hereby authorized to convey said site to Portsmouth <br />Redevelopment and Housing Authority uponthe exercise of the <br />option by the Authority in accordance with the agreement." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-376 - Letter from the City Manager recommending adoption of a <br />motiOn t0 aWard a contract in the amount of $23,300 to MCpherson <br />and Associates, P.C. for the final design of structural <br />improvements to the Churchland Bridge. <br /> <br /> "The 1992-97 Capital Improvement Plan identifies funding <br />for continued maintenance and repairs to the City's bridges. In <br />June 1993, McPherson and Associates, P.C., a Portsmouth <br />structural design firm, was selected through the City's public <br />procurement process to assist in the preparation of detailed <br />plans. This work is necessary to complete structural upgrading <br />of the expansion and support systems of the Churchland Bridge. <br /> <br /> The Director of Public Works recommends award of a contract <br />in the amount of $23,300 to McPherson and Associates, P.C., for <br />final design of the necessary structural improvements. Suffi- <br />cient funds are available from previous appropriations for this <br />work, therefore, no additional appropriation is required. I, <br />therefore, concur and recommend award of the contract." <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. King, to award a <br />contract in the amount of $23,300 to McPherson and Associates, <br />P.C. for the final design of structural improvements to the <br />Churchland Bridge, was adopted and by the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-377 - Letter from the City Manager recommending adoption of a <br />motion to transfer $41,558 from the Grants Contingency Account <br />for the purchase of equipment for Portsmouth's participation in <br />the regional CRIMES project. <br /> <br /> "The regional CRIMES project is a comprehensive criminal <br />justice information system being funded through the Intensified <br />Drug Enforcement Assistance (IDEA) Program. The program is <br />managed by the City of Norfolk on behalf of the Cities of <br />Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, Suffolk, <br />and Virginia Beach. Once fully operational, the CRIMES network <br />will allow for the efficient exchange of criminal justice <br />information among participating localities. <br /> <br /> Norfolk, serving as the managing agent for the project, is <br />providing Portsmouth with $41,558 to be used to purchase <br />computer and associated equipment. The purchase of this <br />equipment will establish our local terminals linking us into the <br />regional network. <br /> <br /> <br />
