2 0'6 <br /> <br />October 12, 1993 <br /> <br /> The award followed an exhaustive study by the Medical <br />College of Hampton Roads and Old Dominion University on the <br />extent and effects of teen pregnancy in Portsmouth. <br />Recommendations from that study along with ideas generated at <br />the citywide Summit on Teen Pregnancy led to the concept of a <br />citywide coordinator. The coordinator will work for the Better <br />Beginnings coalition which was formed in 1984 and made up of <br />various agencies and organizations to reduce teen pregnancy in <br />Portsmouth. Day-to-day supervision will be provided through <br />the Prevention Services Division of the CSB. <br /> <br /> The Foundation has indicated that second and third year <br />funding are available if the program meets its objectives. I, <br />therefore, recommend you approve a motion to transfer $58,326 <br />from the Grants Contingency Account. There are no City matching <br />requirements for these funds." <br /> <br /> Motion by Mr. King, and seconded by Mr. Pitts, to transfer <br />$58,326 to establish a Teen Pregnancy Prevention office, and <br />was adopted by the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-401 - Letter from the City Manager recommending adoption of <br />a motion to transfer $28,735 from the Grants Contingency <br />Account for early intervention services in order to develop <br />parent education and homemaking programs. <br /> <br /> "'~"~.e Community Policy and Management Team (CPMT) which <br />will oversee the implementation of the Comprehensive Services <br />Act has been awarded $28,735 from the State Trust Fund. These <br />funds will be used to develop innovative programs for early <br />intervention services to develop parent education and <br />homemaking programs. No local cash match is required. <br /> <br /> I, therefore, recommend you approve a motion to transfer <br />$28,735 from the Grants Contingency Account." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. King, to <br />transfer $28,735 for early intervention services in order to <br />develop parent education and homemaking programs, and was <br />adopted by the following vote: <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-402 - Letter from the City Manager recommending adoption of <br />a motion to received as information the annual audit for the <br />Portsmouth Port and Industrial Commission and the Industrial <br />Development Authority of the City of Portsmouth for the fiscal <br />year ended June 30, 1993, as conducted by Failes and <br />Associates, a certified public accounting firm. <br /> <br /> "The Certified Public Accounting firm of Failes and <br />Associates conducted the annual audit for the Portsmouth Port <br />and Industrial Commission and the Industrial Development <br />Authority of the City of Portsmouth. No exceptions to the <br />audits have been noted, and both agencies remain on a sound <br />financial basis. <br /> <br /> I recommend your approval of a motion to receive the <br />reports as information." <br /> <br /> <br />
