October 26, 1993 <br /> <br /> "Attached for your consideration are the City's 1994 <br />Legislative Proposals. There are seven items contained in the <br />package Under two sections entitled "Appropriations Requests in <br />Order of Priority" and "Effective Government in Order of <br />Priority." The document also contains an addendu~with items <br />that will be monitored closely during the upcoming Session whi=h <br />have been brought to our attention during the su=~er months <br />through the various State study conuniss~ons. <br /> <br /> The appropriations items include the Pinners Point <br />Connector, Free Text Books, the Children's Museum, and State Aid <br />for our Public Libraries. The items under Effective Government <br />are Sewage Discharge Liability and State Mandates. This package <br />represents a conscientious effort on the part of management, <br />staff, and our legislative liaisons to address items that <br />significantly impact municipal operations. <br /> <br /> I recommend your approval of the Legislative Proposals and <br />authorization to forward them to the Portsmouth Delegation for <br />action in the 1994 General Assembly session." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Epperson, to adopt <br />the following resolution and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1994 <br />LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH <br />DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. <br /> <br /> WHEREAS, the Virginia General Assembly deals with a broad <br />range of issues that affect local governments both directly and <br />indirectly; and <br /> <br /> WHEREAS, the City of Portsmouth has certain concerns which <br />deal with both local governments and Portsmouth specifically; <br />and <br /> <br /> WHEREAS, these concerns and ~ssues need to be made known <br />to Portsmouth's General Assembly Delegation so that they may be <br />transmitted for consideration by the Legislature. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City <br />of Portsmouth endorses the attached legislative proposals for <br />the 1994 General Assembly Session and directs that both this <br />resolution and the legislative proposals be forwarded to the <br />Portsmouth General Assembly Delegation.,, <br /> <br />Ayes: Clsmons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-420 - Letter from the City Manager recommending adoption of a <br />resolution expressing the opposition of the City of Portsmouth, <br />Virginia to unfunded federal and state mandates upon states and <br />local governments. <br /> <br /> "October 27, 1993 has been designated as National Unfunded <br />Mandates Day by the United States Conference of Mayors. The <br />Virginia Municipal League and the Virginia Association of <br />Counties are also working with localities and organizations to <br />initiate a public education campaign to help citizens understand <br />the burden of unfunded mandates from both the State and Federal <br />governments. <br /> <br /> <br />
