Ed Mizelle, 4306 Manchester Lane, informed Council that the issue regarding Fire <br />and Police retirees being told that they did not have life insurance coverage, <br />specifically those who were part of the 3-2-1 retirement system and retired before <br />the age of 50, was being worked out through the Human Resources Department. <br /> <br />2. Mark Geduldig-Yatrofsky, 363 Middle Street, suggested the Council Rules be <br />revisited allowing citizens the opportunity to speak on each item individually. He <br />also made the suggestion that citizens be limited to speaking on either the public <br />agenda or non-agenda but not both. <br /> <br />- City Manager's Report - <br /> <br />06 - 314 - Adoption of a resolution authorizing the City Manager to enter into a lease <br />agreement with the City of Suffolk for a portion of Portsmouth owned right-of-way <br />(located in Suffolk) for Suffolk's use as a multi-use recreational trail. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Background: <br />. The City of Suffolk has requested that Portsmouth allow Suffolk to utilize (via an <br />initial 5 year lease, renewable for two additional 5 year terms) a 1.2-mile portion of <br />Portsmouth's utility right-of-way in Suffolk as part of a multi-use recreational trail. The <br />requested portion of Portsmouth's right-of-way extends from Moore Avenue to <br />Suburban Parkway along the former Virginian Railroad right-of-way (R-O-W) all within <br />the City of Suffolk. <br />. In 1997-98 Portsmouth's Department of Public Utilities acquired a 7.6-mile long <br />portion (containing 87.68 acres) of former railroad R-O-W from the Norfolk & Southern <br />Railroad. This R-O-W parallels US Route 13/58/460 on its South side and runs from <br />Moore Avenue in Suffolk to the Hampton Roads Executive Airport in Chesapeake (near <br />Bowers Hill). <br />. The R-O-W was acquired by Portsmouth as a utility corridor to facilitate the future <br />replacement of Portsmouth's Low Pressure Transmission Mains that convey treated <br />water from Portsmouth's Lake Kilby Water Treatment Facility, through Suffolk and <br />Chesapeake into Portsmouth. <br />
