<br />July 11. 2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 11, 2006 there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr. <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., Deputy City Attorney George M. Willson. <br /> <br />Councilman Stephen E. Heretick opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />The minutes of a Called Meeting on June 26, 2006, of a Called Meeting on June <br />27, 2006, of a Regular Meeting on June 27, 2006 and of a Called Meeting on June 30, <br />2006, and were adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, R. Smith, Holley <br />Nays: None <br />Abstain: D. Smith (New Council member) <br /> <br />Mayor Holley welcomed the Honorable Marlene Randall to the position of Vice Mayor. <br /> <br />06 - 201 - Presentations: <br /> <br />. Proclamation presented to Karl Quinn for "Eastern Amateur Days." <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to defer Item 06-205, <br />previously deferred from the May 9, 2006 Council Meeting to the July 11, 2006 Council <br />meeting, to the meeting of July 25, 2006, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />- PUBLIC HEARING - <br /> <br />06 - 312 - Public hearing on a group housing use permit and street closure applications: <br /> <br />(a) GHP-06-11 <br /> <br />HIGHLANDS NEIGHBORHOOD - Your Investment Company, LLC, <br />requests a group housing permit to convert an existing duplex <br />rental structure to a condominium at 2406 Greenwood Drive. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that GHP-06-11 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />(b) S-06-02 VICTORY CROSSING BUSINESS PARK - Ordinance granting the <br />request of the Economic Development Authority for approval to close a <br />portion of Dorset Avenue. The portion of the street to be closed is <br />approx. 60 feet wide and 150.36 feet in length. Vision Principle: A <br />Robust and Prospering Economy. <br />
