The grant will be used to provide funding for technology, equipment and crime <br />prevention initiatives that will improve the department's ability to respond to incidents <br />within the City. <br />. Spending initiatives include training, new field reporting technology for police <br />officers, and a myriad of technology enhancements. Additionally, funds will be used to <br />continue supporting Drug Court programs. <br />. Financial Impact: The grant award amount is $112,234.00 of Department of <br />Justice funds for the Portsmouth Police Department. The City does not have to provide <br />any match monies and there is no obligation from the City once the grant has ended. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to appropriate $112,234.00 from the Department of Justice <br />Grant to provide funds for technology, equipment and crime prevention initiatives, along <br />with continued funding to support the Portsmouth Police Department's Drug Court <br />Program. No City cash match is required. Vision Principles: Bold New Directions and <br />Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $112,234 FROM THE <br />UNITED STATES DEPARTMENT OF JUSTICE AND APPROPRIATING THE SAME <br />AMOUNT IN THE FY 2006-2007 GRANTS FUND FOR THE DRUG COURT <br />PROGRAM AND FOR POLICE TECHNOLOGY, EQUIPMENT, AND CRIME <br />PREVENTION INITIATIVES." <br /> <br />Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 288 - Adoption of an ordinance to amend the City's FY 2005-2006 Capital <br />Improvements Fund Budget within the Capital Improvement Program to increase <br />estimated revenues and expenditures by $3,896,406 to provide $3,500,000 for <br />environmental abatement/clean-up and relocation/build-out of the existing Courts <br />Complex and $396,406 for a capital contribution to First College. Vision Principle: A <br />Robust and Prosperous Economy. <br /> <br />Background: <br />. A supplemental appropriation is needed in the Capital Improvements Fund to <br />provide funding to cover additional expenditures for the existing Courts Complex <br />environmental abatement/clean-up and relocation /build-out (municipal facilities) and the <br />First College (educational) capital projects. <br />. The City needs this additional appropriation to supplement the funding previously <br />provided and planned for both projects in the Capital Improvement Program and <br />Operating Budget for FY 2006-2007. <br /> <br />Discussion: <br />. $2,500,000 in General Obligation Note proceeds and $1,396,406 in Capital <br />Improvement Program transfers will be used to provide funding for the additional <br />expenditures for both capital projects. <br />
