<br />June 27.2006 <br /> <br />Ayes: Moody, Randall, Smith, Whitehurst, Holley <br />Nays: None <br />Absent: Psi mas <br /> <br />06 - 286 - Adoption of an ordinance to accept a reimbursement grant from USDA for <br />$563,354.48 and to appropriate that same amount in the Grants Fund for the USDA <br />Summer Food Program. No City cash match is required. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Background: <br />. The City of Portsmouth has received a grant from USDA for the Summer Food <br />Program for more than 25 years, administered by the Recreation Division. <br />. Each year the program has grown to accommodate more churches, civic <br />organizations, schools and recreation locations. <br />. The program provides meals during the summer months when children are out of <br />school and the free and reduced school lunch program is not available. <br /> <br />Discussion: <br />. The USDA Summer Food Program for 2006 will include 40 sites consisting of <br />Summer School sites; faith based childcare programs, community organizations and <br />City of Portsmouth Recreation sites. <br />. It is estimated that the program will serve 4,615 breakfasts and 3,390 lunches <br />per day during the summer months. <br />. Financial Impact: There is no City cash match required. The grant is a total <br />reimbursement grant based on the number of meals served. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to accept a reimbursement grant from USDA for $563,354.48 <br />and to appropriate $563,354.48 in the Grants Fund for the USDA Summer Food <br />Program. No City cash match required. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. The full implementation of the USDA Summer Food Program throughout the <br />summer of 2006. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $563,354.48 FROM THE <br />UNITED STATES DEPARTMENT OF AGRICULTURE AND APPROPRIATING THE <br />SAME AMOUNT IN THE FY 2006-2007 GRANTS FUND FOR THE USDA SUMMER <br />FOOD PROGRAM." <br /> <br />Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 287 - Adoption of an ordinance to appropriate $112,234.00 from the Department of <br />Justice Grant to provide funds for technology, equipment and crime prevention <br />initiatives, along with continued funding to support the Portsmouth Police Department's <br />Drug Court Program. No City cash match is required. Vision Principles: Bold New <br />Directions and Neighborhood and Community Transformation. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $112,234.00 <br />from the Department of Justice - Bureau of Justice Assistance to provide funds for <br />technology, equipment and crime prevention initiatives along with continued funding to <br />support the Drug Court Program. <br />
