<br />June 27.2006 <br /> <br />06-283 <br /> <br />Public hearing to receive citizen input on three proposed ordinances to <br />amend and increase the FY 2005-2006 Operating Budget to: 1) cover <br />additional expenditures for health insurance claims, 2) cover additional <br />expenditures for general liability claims and 3) cover additional <br />expenditures for risk management charges and various legal fees. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on the issue of risk management <br />charges and various legal fees. <br /> <br />- Speakers Forum - <br /> <br />06 - 284 <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. Ed Mizelle, 4306 Manchester Avenue, voiced his concern with regards to how the <br />City deals with its Fire and Police Retirees. <br /> <br />2. Mary Phillips, 2505 Gilmerton Road, Chesapeake, gave an update on the Clean <br />Community Commission. <br /> <br />3. Leon Pajak, 3400 Channel Avenue, voiced concerns with regards to fees and taxes <br />in the City. <br /> <br />4. Mark Geduldig-Yatrofsky, 363 Middle Street, asked that the Council Rules be <br />revisited allowing citizens the opportunity to speak on each item individually as <br />opposed to "lumping" issues together under one heading. <br /> <br />5. Martha Ann Creecy, 317 Dinwiddie Street, voiced her opinion that the City Council <br />engages in inconsistent decision making. <br /> <br />- Unfinished Business - <br /> <br />06 - 254 - Group housing use permit: <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolution approved on first reading at the June 13, 2006 meeting, and was adopted by <br />the following vote: <br /> <br />06 - 254(a): <br /> <br />"RESOLUTION GRANTING APPROVAL OF A GROUP HOUSING USE PERMIT <br />(GHP-06-07) TO PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY <br />FOR 57 RESIDENTIAL APARTMENT UNITS ON PROPERTY BOUNDED BY <br />ARMSTRONG STREET, COUNTY STREET, TWINE AVENUE, AND KING STREET. <br /> <br />WHEREAS, pursuant to Section 40-112 of the Code of the City of Portsmouth, <br />Virginia (1988), as amended, Portsmouth Redevelopment and Housing Authority has <br />made application for the approval and granting of a group housing use permit for 57 <br />residential apartment units on the property bounded by Armstrong Street, County <br />Street, Twine Avenue, and King Street, Portsmouth, Virginia; and <br /> <br />WHEREAS, the subject property is furthermore described as: <br />
