<br />At a Regular Meeting of the City Council on Tuesday, June 27, 2006 there were
<br />present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Elizabeth M. Psimas, Ray A. Smith, Sr., City Manager James
<br />B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Councilman Charles B. Whitehurst, Sr., opened the meeting with prayer, which
<br />was followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Ms. Psimas, and seconded by Ms. Randall, to approve the minutes of
<br />a Called Meeting on June 13, 2006, of a Regular Meeting on June 13, 2006, and of a
<br />Called Meeting of June 19, 2006, with the noted correction to the June 13, 2006
<br />minutes by Councilman Whitehurst that "be retained" be added to the CAR II appeal at
<br />243 Webster Avenue, and was adopted by the following vote:

<br />. Presentation of a Key to the City to Haleigh Wilson, "Little Miss Portsmouth 2006."
<br />
<br />. Presentation, by Mr. John Morgan, to the City of Portsmouth from the Habitat for
<br />Humanity.

<br />. Presentation to Councilman Charles B. Whitehurst, Sr. for faithful City Council
<br />Service. (1998-2006)

<br />Public hearing on (a) the issuance of general obligation notes in a
<br />principal amount not to exceed $7,000,000 to finance, in whole or in part,
<br />the costs of various capital improvements, including but not limited to a
<br />new courts complex and the existing courts building and (b) the proposed
<br />adoption by the City Council of an ordinance to amend the City's
<br />Ordinance No. 2006-43 adopted May 23, 2006 (the "Ordinance") to allow
<br />the issuance of the general obligation notes for the purposes described in
<br />subsection (a) above to be authorized under the Ordinance.
<br />
<br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, made an inquiry as to how the monies
<br />will be divided.

<br />Public hearing on a proposed ordinance to amend and increase the FY
<br />2005-2006 Capital Improvement Program (CIP).
<br />
<br />1. Sheriff Watson, 701 Crawford Street, spoke on the funding needs of the Sheriff's
<br />Department, the possible elimination of the City Jail, and the loss of services
<br />provided in the event of the City Jail elimination.
<br />
<br />2. Mark Geduldig-Yatrofsky, 363 Middle Street, made inquiries with regards to First
<br />College and the amount of funding it is receiving as part of related Item 06-288
<br />under the City Manager's Report.
