November 23, 1993 <br /> <br />Com~sion of Architectural Review Port Norfolk/Park View <br /> <br />Jane Arnold to be appointed to fill an unexpired term ending <br />April 1, 1996, replacing George Joyner. <br /> <br />SupDlemental Retirement Board <br /> <br />Finale Norton to be appointed for a term ending October 1, <br />1997, replacing Evelyn Sawyer. <br /> <br />Diversion Incentive <br /> <br />George Grant, Sr., to be reappointed for a term ending December <br />10, 1996. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Clemons, to <br />close the nominations, and there being no further nominations, <br />the above were approved by unanimous vote. <br /> <br />93-463 Items Submitted by Council Members <br /> <br />(a) Motion by Mr. Epperson, and seconded by Mr. Griffin, to <br />adopt the following resolution, and was adopted by the <br />following vote:~ '~'~ <br /> <br />"A RESOLUTION STATING THE CITY COUNCIL'S OPPOSITION TO A <br />PROPOSAL BY THE STATE COMPENSATION BOARD TO AGAIN REDUCE STATE <br />FUNDING FOR ITS SHARE OF THE EXPENSES OF CONSTITUTIONAL <br />OFFICERS' BUDGETS BEGINNING JULY 1, 1995. <br /> <br /> WHEREAS, Governor Wilder has projected a $500 million <br />shortfall in State revenues for the upcoming biennium; and <br /> <br /> WHEREAS, the State Compensation Board has been targeted <br />have its bndget reduced by $24.4 million; and <br /> <br /> WHEREAS, the State Compensation Board in an effort to <br />address its reduction has proposed, sanong other things, to <br />eliminate funding of its share of fringe benefits for <br />Constitutional officers, which would result in a loss of <br />funding to the City in an ~unount of approximately $585,000.00; <br />and <br /> <br /> WHEREAS, the State Compensation Board has in past years <br />already significantly reduced its level of funding for its <br />share of the costs of the budgets for the Constitutional <br />Officers to address prior State budget shortfalls; and <br /> <br /> WHEREAS, the State Compensation Board has, in an effort to <br />reduce the impact of its reduced funding, indicated that it <br />will be proposing to the General Assen~bly a fee for civil <br />process for General District Court and Circuit Court cases, a <br />fee which has been proposed in the past bY other entities and <br />has yet to be approved by the General Assembly. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the CounCil of the City <br />of portsmouth, virginia, that it does hereby express its <br />opposition to a current proposal by the State C°mpensation <br />Board to address ~ts share of Governor Wilder's anticipated <br />$500 million shortfall by reducing funding of benefits for the <br />City's Constitutional Officers. <br /> <br /> AND BE IT FURTHER RESOLVED that the City Council does <br />hereby call upon the State Compensation Board, the Governor and <br />the General Assembly to address State shortfalls of revenue in <br />a forthright manner and to refrain from passing along the <br />State's revenue shortfalls to local government so as to say <br />that it did not increase taxes. <br /> <br /> <br />
