November 23, 1993 At a Called Meeting of the City Council on Tuesday, November 23, 1993, there were present: Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. Clemons, *John H. Epperson, Bernard D. Griffin, Sr., James C. Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney. 93-448 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 6th floor of City Hall, 801 Crawford Street, at 5:00 p.m., Tuesday, November 23, 1993, for the purpose of a Public Work Session. In addition, you may consider a motion to go into an Executive Session. By order of the Mayor." 93-449 The following items were discussed in the Public Work Session: 1. Cedar Lane Project 2. Water Service Line Policy 3. Spratley Street Bridge Motion by Mr. King, and seconded by Mr. Executive Session pursuant to provisions of the Code of Virginia for the following: Clemons, to go into Section 2.1-344 of (1) Consideration of appointments to Boards and Commissions by the City Council as permitted under Subsection (A) (1); (2) Discussion or consideration of the acquisition of real property for public use an the central and southern portions of the City as permitted under Subsection (A) (3); (3) Consultation with the City Attorney and briefings by staff members pertaining to a request from SPSA requiring legal advice, as permitted under Subsection (a) (7). The motion was adopted by unanimous vote. Motion of Mr. Epperson, and seconded by Mr. King ~pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and (2) Only such public business matters as were identified in the motion by which the Executive Session was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. On motion meeting adjourned. *Councilman John H. Epperson arrived at 5:24 p.m.
