January 23, 2001 <br /> <br />· Number of members: Reduce number of members appointed by council from nine to <br />seven, with at least two members being in financial services professions and one <br />member being a businessman employed in the City. <br /> <br />· Frequency of meetings: Meet at least quarterly rather than monthly. This change will <br />allow for less frequent, but more substantive meetings. Additional meetings would be <br />called as necessary. <br /> <br />· General Duties would be as follows: <br /> <br />· Analyze the City's long-term financial planning and financial objectives established <br />and make recommendations thereon. <br /> <br />· Analyze the City's annual operating and capital budgets to evaluate these plans <br />impact on supporting the City's overall financial goals and make recommendations <br />thereon. <br /> <br />· Survey all aspects of the City's bond indebtedness and make recommendations <br />thereon. <br /> <br />· Advise the City Council as to the propriety of all bond issues and assist the City <br />Council and the chief financial officer in the promotion and accomplishment of bonds <br />issues, including communications as necessary with the bond rating agencies. <br /> <br />Financial Impact: <br /> <br />· There is no financial cost for this change. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 12 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 12-143, 12-144, 12-148 <br />AND 12-151 PERTAINING TO THE MUNICIPAL FINANCE COMMISSION." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 35 - Adoption of an ordinance creating a History Commission that will serve as an <br />advisory body to the City Council. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance creating a History Commission that will serve as an <br />advisory body to the City Council. <br /> <br />Purpose and Need: <br /> <br />· This commission will engage the wide depth of experience found in Portsmouth <br />citizens who have an interest in, and familiarity with, the history and heritage of the <br />community to provide overall advice on a variety of activities to preserve the past and <br />create marketable products related to history and heritage. <br /> <br />Financial Impact: <br /> <br />· The creation of the History Commission has no direct financial impact. The <br />commission may make recommendations to the City Council at a later date on the need <br />for funding and the benefits therefrom. <br /> <br /> <br />
