<br />June 13. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 13, 2006, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, *Stephen E. Heretick, Elizabeth M. Psimas, *Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., Deputy City Attorney George M. Willson. <br /> <br />06 - 249 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 13, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 250 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia: <br /> <br />to discuss appointments to boards and commissions, pursuant to <br />subsection 1; and <br /> <br />for consultation with legal counsel and staff pertaining to litigation, and <br />also consultation with legal counsel regarding specific legal matters requiring the <br />provision of legal advice, pursuant to subsection 7. <br /> <br />The subject matter of the meeting is appointments to boards and commissions <br />and litigation involving Friendship Temple, also known as the Garden of Prayer. <br /> <br />The purpose of the meeting is to permit confidential discussion of possible <br />appointees and legal strategy toward concluding litigation. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />06 - 251 - The following items were discussed in Public Work Session: <br /> <br />1. 0-1 Appeal - 608 Court Street <br /> <br />Motion by Ms. Psi mas to concur with the decision of the Downtown Design <br />Committee to deny retaining a white, vinyl, picket fence and four (4) signs at 608 Court <br />Street. <br />
