<br />Mav 23. 2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, May 23, 2006 there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilman Charles B. Whitehurst, Sr., opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting on May 8, 2006, of a Called Meeting on May 9, 2006, of a Regular <br />Meeting on May 9, 2006, of a Special Called meeting on May 12, 2006, and of a Called <br />Meeting on May 16, 2006, was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06-227 <br /> <br />- Public Hearing - <br /> <br />Public hearing on proposed adoption of an ordinance to authorize the City <br />(a) to contract a debt and issue general obligation bonds of the City, or <br />notes in anticipation thereof, (i) in a principal amount not to exceed <br />$29,500,000 to finance the cost, in whole or in part, of various capital <br />improvement projects which may include one or more of the following: <br />public utility improvements, drainage and street improvements, <br />educationlschool improvements, economic development projects, leisure <br />services improvements, public safety improvements and municipal <br />facilities improvements and (ii) in a principal amount not to exceed <br />$38,000,000 to refund all of the outstanding Industrial Development <br />Authority of the City of Portsmouth, Virginia Revenue Bonds, Series 1999 <br />(Hotel, Conference Center & Parking Garage Project); and (b) to contract <br />a debt and issue general obligation notes of the City in a principal amount <br />not to exceed $7,000,000 to finance the cost, in part, of the City's new <br />courts complex. <br /> <br />1. Terry Danaher, 413 Dinwiddie Street, spoke in opposition to this item. <br /> <br />06-228 <br /> <br />Public hearing on a proposed ordinance to amend and increase the FY <br />2005-2006 Capital Improvement Program through a supplemental <br />appropriation. <br /> <br />There were no speakers. <br /> <br />06 - 229 - Public hearing on a group housing use permit and street closure applications: <br /> <br />(a) GHP-06-08 <br /> <br />CAVALIER MANOR NEIGHBORHOOD - Dan Griffin requests a <br />group housing use permit to construct four (4) townhouse units at <br />4121 through 4130 Greenwood Drive.
