December 13, 1993 <br /> <br /> At a Called Meeting of the City Council held on Monday, <br />December 13, 1993, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, *Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C. <br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart <br />E. Katz, City Attorney. <br /> <br /> 93-472 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of <br />held in the City Council Chamber, 6th floor of City Hall, <br />Crawford Street, at 5:00 p.m., Monday, December 13, 1993, <br />the purpose of a Public Work Session. <br /> <br />the City Council to be <br /> 801 <br /> for <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br /> By order of the Mayor." <br /> <br />93-474 - The following item was discussed in the Public Work <br />Session: <br /> <br />1. Elizabeth~iver Oil Spill <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin to go <br />into Executive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br />(1) Consideration of appointments to Boards and <br />Commissions by the City Council as permitted under Subsection <br />(A) (1) ~ <br /> <br /> (2) Discussion or consideration of a personnel matter <br />concerning the City Manager as permitted under subsection <br />(A) (1); <br /> <br /> (3) Discussion or consideration of the disposition of <br />publicly held property, or the use of sa/ne, in the Downtown and <br />Churchland portions of the City as permitted under Subsection <br />(A) (3). <br /> <br /> (4) Consultation with the City Attorney, and briefings by <br /> staff members, pertaining to a request from SPSA requiring <br /> legal advice, as permitted under Subsection (A)(7), and matters <br /> of actual litigation, James vs. The City of Portsmouth. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. Griffin, <br /> pursuant to Section 2.1-344.1 of the Code of Virginia <br /> certifying that to the best of the Council member's knowledge <br /> during the immediately preceding Executive Session of the City <br /> Council: <br /> <br /> (1) Only public business matters lawfully exempted from <br /> open meeting requirements by the Virginia Freedom of <br /> Information Act, and <br /> <br /> (2) Only such public business matters as were identified <br /> in the motion by which the Executive Session was convened, were <br /> heard, discussed, or considered in the meeting by the City <br /> Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion meeting adjourned. <br /> <br /> C~ty clerk <br /> <br />*Councilman Johnny M.
