<br />At a Regular Meeting of the City Council on Tuesday, April 25, 2006 there were
<br />present:

<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr.,
<br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Councilman Ray A. Smith, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes
<br />of a Called Meeting on April 10, 2006, of a Called Meeting on April 11, 2006, of a
<br />Regular Meeting of April 11, 2006, and of a Special Meeting on April 18, 2006, and was
<br />adopted by the following vote:

<br />2. Ned McCabe, 602 Rockbridge Road, informed Council and citizens of 2nd Annual
<br />Flag Day Ceremony, noon, June 14, 2006 at High Street Landing.
<br />
<br />3. Dr. Stuckwisch, Superintendent of Schools, 801 Crawford Street, 3rd Floor, spoke in
<br />support of school funding contained in Item 06-188 under the City Manager's Report.
<br />
<br />4. Byron Kloeppel, School Board Chairman, 801 Crawford Street, 3rd Floor, spoke in
<br />support of school funding contained in Item 06-188 under the City Manager's Report.

<br />5. Ron Evans, 14 Chippawua Trail, spoke in opposition to an increase in the real estate
<br />tax rate contained in Item 06-187(a) under the City Manager's Report.

<br />6. Larry Moser, 2746 Barclay Avenue, spoke in opposition to an increase in the real
<br />estate tax rate contained in Item 06-187(a) under the City Manager's Report.

<br />7. Michael Cherneky, 19 Jovett Street, spoke in opposition to an increase in the real
