Public hearings have been held on April 11 and April 18, 2006 to receive public <br />comments on the five-year CIP, and on funding for year one of the CIP. <br />. Years 2007 through 2011 of the CIP are un-appropriated years used for long- <br />term planning purposes and are approved as planning years. <br />. Vision Principles: Bold New <br />Directions, World Class Maritime Center, Neighborhood and Community <br />Transformation, A Robust and Prospering Economy, Lifelong Learning, and Pride of <br />Past, Promise of Future. <br /> <br />Next Steps Following Council Action: <br />. The City Manager has ultimate responsibility and authority for the implementation <br />of the Capital Improvement Program. The Chief Financial Officer has day-to-day <br />responsibility for ensuring the CIP is spent as appropriated by City Council. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance. <br /> <br />Substitute motion by Mr. Whitehurst, and seconded by Mr. Moody, to renovate <br />the existing court house building and to also forego the allocation of $500,000 to <br />remove asbestos from the Navy YMCA, and was denied by the following vote: <br /> <br />Ayes: Moody, Whitehurst <br />Nays: Heretick, Psi mas, Randall, Smith, Holley <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $49,080,185 IN THE CAPITAL IMPROVEMENT <br />FUND AND $17,325,000 IN THE PUBLIC UTILITIES CAPITAL IMPROVEMENT <br />FUND." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br />
