<br />April 18. 2006 <br /> <br />At a Special Meeting of the City Council, 7:00 p.m., Tuesday, April 18, 2006, <br />there were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilwoman Elizabeth M. Psimas, opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />- Public Hearing - <br /> <br />06 - 1 74 <br /> <br />Public hearing on the recommended 2007-2011 Capital Improvement <br />Plan. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to several items <br />contained in the Capital Improvement Plan (CIP). <br /> <br />2. Glenda Battle, 6203 Dunkirk Street, asked if the Ebony Heights neighborhood was <br />included in the (CIP). <br /> <br />3. George Watkins, 4301 Hatton Point, asked for continued funding for Portsmouth <br />Museums. <br /> <br />4. Anne Turner, 100 East Road, asked for continued funding for Portsmouth Museums. <br /> <br />06 - 1 75 <br /> <br />Public hearing on the City's Operating Budget for Fiscal Year ending June <br />30, 2007. <br /> <br />1. Ron Evans, 14 Chippewa Road, spoke in opposition to the increased real estate tax <br />rate. <br /> <br />2. Rebecca Voskeritchian, 4415 Lisbon Lane, asked for continued funding for the <br />Endependence Center. <br /> <br />3. Douglas Street, 3106 Dartmouth Street, asked for continued funding for the <br />Endependence Center. <br /> <br />4. Alexander Clifton, 1109 Seventh Street, asked for continued funding for the <br />Endependence Center. <br /> <br />5. Williams Connolly, 475 Water Street, spoke in opposition to the increased real estate <br />tax rate. <br /> <br />6. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to several items <br />contained in the Operating Budget. <br /> <br />7. Frank Harte, 3403 Dogwood Drive, spoke in opposition to the increased real estate <br />tax rate. <br /> <br />8. Gloria Kolodziej, 445 Dinwiddie Street, asked that Council implement a Pay Plan for <br />the Police Department. <br />
