April 11. 2006 Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley Nays: None - Speakers Forum - 06 - 166 Public Comment (Agenda/Non-Agenda). 1. Luther Anderson, 4910 Johnson Avenue, made another request to have street lights installed along Clifford Street. 2. Billy Moon, 3912 Anchor Avenue, asked the City for help in cleaning up property and with filling in a sink hole on Peach Street. 3. Raleigh Harsley, 2124 Peach Street, voice his continued concern with regards to small children playing in the street. 4. Ed Mizell, 4306 Manchester Lane, asked the Council to discourage the Retirement Board's proposal to extend the retirement age for firefighters from 62 to 70 years of age. 5. Clarence Mason, 940 Jefferson Street, asked that the City replace a sewage drain pipe on his street. - Unfinished Business - 06 - 139 - Use permits and group housing use permit applications: Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following resolution approved on first reading at the March 28, 2006 meeting, and was adopted by the following vote: 06 - 139(a): "RESOLUTION GRANTING A USE PERMIT TO BLUE HORSESHOE TATTOO V, INC., TO OPERATE A BODY ART STUDIO AT 3408 N. GEORGE WASHINGTON HIGHWAY. WHEREAS, Blue Horseshoe Tattoo V, Inc., has made application pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use permit to operate a body art studio at 3408 N. George Washington Highway, Portsmouth, Virginia; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of the application for a use permit with conditions. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it finds that the use for which the permit is sought:
