March 21. 2006 - Public Hearing - 06 - 18 - Public hearing on a street closure application: (e) S-05-05 PINNER POINT INDUSTRIAL CORRIDOR - Ordinance granting the request of the City of Portsmouth and the Virginia Port Authority for the closure of a portion of Seaboard Avenue. Deferred from the January 10, 2006 Council Meeting. Vision Principle: A Robust and Prospering Economy. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO CLOSE A PORTION OF SEABOARD AVENUE" Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None - Unfinished Business - 06 - 104 - Group housing use permit application: Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to adopt the following resolution approved on first reading at the February 28, 2006 meeting, and was adopted by the following vote: 06 - 104(a): "RESOLUTION GRANTING APPROVAL OF A GROUP HOUSING USE PERMIT (GHP-06-03) TO CONSTRUCT 23 RESIDENTIAL TOWNHOUSE CONDOMINIUM UNITS AT 3820 KING STREET AND 3810 LOUISA AVENUE. WHEREAS, TVG Rogerson Gardens, L.L.C., has made application, pursuant to Section 40-112 of the Code of the City of Portsmouth, Virginia (1988), as amended, for the approval and granting of a group housing use permit for 23 residential townhouse condominium units to be constructed at 3820 King Street and 3810 Louisa Avenue, Portsmouth, Virginia; and WHEREAS, the subject property is furthermore described as: GHP-06-03 Beginning at a point in the eastern line of Louisa Avenue, said point being 267 feet more or less north of the northern line of King Street, thence proceeding north along said eastern line of Louisa Avenue 126.50 feet more or less to a point thence N 86 degrees 14 minutes 14 seconds E, 393.26 feet more or less to a point, thence S 3 degrees 24 minutes 34 seconds W, 175.73 feet more or less, to a point, thence S 86 degrees 33 minutes 05 seconds E 97.63 feet more or less to a point, thence S 55 degrees 55 minutes 15 seconds W 438.30 feet more or less to a point, thence N 86 degrees 36 minutes 43 seconds W, 109.89 feet more or less to a point, thence N 3 degrees 21 minutes 17 seconds E, 267 feet to a point, thence 30 feet more or less to the point of beginning. The property is further described as 3820 King Street and 3810 Louisa Avenue.
