<br />March 21. 2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 21,2006 there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilwoman Marlene W. Randall, opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst to approve the minutes <br />of a Called Meeting on February 27, 2006, of a Called Meeting of February 28, 2006, <br />and of a Regular Meeting on February 28,2006, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Speakers Forum - <br /> <br />06 - 123 <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. J. Brewer Moore, 308 Bobby Jones Drive, provided information on 38 years after <br />Great Bridge. <br /> <br />2. Allen Harris, 1903 Laigh Road, spoke concerning the effect of the increased real <br />estate assessments. <br /> <br />3. Raymond Benison, 1904 Laigh Road, spoke concerning the effect of the increased <br />real estate assessments. <br /> <br />4. Richard Davis, 50 Riverview Avenue, informed Council of what he feels is a lack of <br />cooperation by the Inspections Department. <br /> <br />5. Leon Pajak, 3400 Channel Avenue, brought to Council's attention inconsistent billing <br />statements he received with regards to his property tax. <br /> <br />6. Terry Danaher, 413 Dinwiddie Street, asked that those entities receiving public <br />monies provide evidence that all taxes and fees owed to the City are paid in full. <br />She also asked that Council support funding for the arts which could be used to <br />bring prosperity to the City. <br /> <br />7. Martha Ann Creecy, 317 Dinwiddie Street, spoke on the topic of Citizen Engagement <br />and asked that staff understand that it is important for citizens to be included in City <br />activities. <br /> <br />8. Jack Bray, 344A Maryland Avenue, spoke concerning the effect of the increased real <br />estate assessments. <br />
