<br />February 28. 2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 28, 2006 there <br />were present: <br /> <br />Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., City Manager James B. <br />Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilman Charles B. Whitehurst, Sr., opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Moody called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Psimas and seconded by Mr. Whitehurst to approve the minutes <br />of a Called Meeting on February 13, 2006, of a Regular Meeting on February 14, 2006, <br />and of a Called Meeting on February 21,2006, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />Councilman Whitehurst called a Point of Privilege at which time he dispelled a <br />rumor that has been circulating in the City and in the media that one of the four Council <br />hired appointees has been or will be terminated. <br /> <br />06 - 104 - Public hearing on a group housing use permit application: <br /> <br />(a) GHP-06-03 <br /> <br />WESTHAVEN NEIGHBORHOOD - The Vision Group requests a <br />group housing use permit at 3820 King Street and 3810 Louisa <br />Avenue to construct 23 residential condominiums. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that GHP-06-03 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />- Speakers Forum - <br /> <br />06 - 1 05 <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. Helen Person, 600 Rutter Street, Apt. D, read a letter which acknowledged that <br />accomplishments of City Attorney G. Timothy Oksman. <br /> <br />2. Claudia Cox-Wynn, 801 Crawford Street, presented the annual report of the Clean <br />Community Commission. <br /> <br />3. Martha Ann Creecy, 317 Dinwiddie Street, brought to the Council's attention what <br />she feels are inconsistent assessments of property values in the City. <br /> <br />4. Alvah Owens, 1604 North Street, gave an overview of the bus trip to Richmond. He <br />also asked to be given a date when he could present to Council how the Clean <br />Community Commission can help with code enforcement. <br /> <br />5. Leon Pajak, 3400 Channel Avenue, spoke on the tax assessment in Portsmouth. <br />
