<br />February 28. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 28, 2006, there <br />were present: <br /> <br />Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., City Manager James B. <br />Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />06 - 100 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 28, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 1 01 - The following items were discussed in Public Work Session: <br /> <br />1. CAR Appeal (6:00 p.m. in City Council Chamber) <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to postpone <br />consideration of the Commission of Architectural Review Appeal to replace deteriorated <br />doors at 231 Hatton Street in the Port Norfolk/Park View Historic District to the meeting <br />of May 9,2006, and was adopted by a vote of 6-0. <br /> <br />2. Inspections Update - John Rowe <br /> <br />3. Arts Funding - Dr. Lydia Patton <br /> <br />4. Downtown/MidtownNictory Development Update <br />. Signage Update - Dr. Lydia Patton <br />. Victory Boulevard Corridor - Bob Baldwin <br />. Parking Regulations - Bob Baldwin/Fred Brusso <br />. Wal-Mart - John Rowe <br />. Cavalier Manor Ditches - Richard Hartman <br /> <br />5. 2005 Crime Statistics Update <br />. NEAT Summit - Chief Long <br /> <br />6. Mid-Year Financial Review - Lance Wolff <br /> <br />7. Review of City Manager's Report Items <br /> <br />06 - 102 - Motion by Ms. Randall, and seconded by Mr. Smith, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />the appointment of members of boards and commiSSions, as per <br />subsection 1; and <br /> <br />pending litigation, as per subsection 7. <br />
