<br />February 14. 2006 <br /> <br />06-82 <br /> <br />Adoption of an ordinance to accept $104,400 from the Department of <br />Homeland Security, Office of State and Local Government, and to appropriate <br />$104,400 for improvements to fire stations and for needed firefighting <br />equipment. These funds require a local cash match of $26,100. Vision <br />Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. The U. S. Department of Homeland Security, Office of State and Local <br />Government, has notified the City of Portsmouth, Department of Fire, Rescue and <br />Emergency Services, that it will receive $104,400 in Assistance to Firefighters Grant <br />Program funds toward a total project cost of $130,500 to install vehicle exhaust <br />extrication systems to the remaining three fire stations needing these systems and to <br />acquire thermal imaging cameras needed for search and rescue incidents. <br /> <br />Discussion: <br />. The remaining three fire stations that will benefit from the vehicle exhaust <br />extrication systems are Fire Station 3 (Churchland - Rivershore Road), Fire Station 9 <br />(Hodges Ferry Road) and Fire Station 11 (Cradock). <br />. The system effectively removes all harmful diesel exhaust fumes from apparatus <br />bays, which serve to protect our firefighting personnel and any visitors to the stations. <br />. Installation of the systems will enable us to comply with the National Fire <br />Protection Association standards. <br />. The Department is proposing to purchase three thermal imaging cameras to be <br />placed on the three ladder trucks. <br />. These cameras will be used for search and rescue incidents by permitting the <br />incident commander to distinguish between temperatures and to visually see what the <br />fire company is viewing as it responds. The cameras will help determine the origin of a <br />fire and help detect any lost or trapped individuals who are unable to escape fire <br />conditions. <br />. Financial Impact: These grant funds require a local cash match in the amount <br />of $26,100 that has been identified in the operating budget. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance to accept $104,400 from the Department of Homeland <br />Security, Office of State and Local Government, and to appropriate $130,500 for <br />improvements to fire stations and for needed firefighting equipment. These funds <br />require a local cash match of $26,100. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Next Steps Following Council Action: <br />. Proceeding with installation and acquisition as noted. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $104,400 FROM THE <br />U.S. DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING THE SAME <br />AMOUNT IN THE FY 2005-2006 GRANTS FUND OPERATING BUDGET FOR FIRE <br />STATION IMPROVEMENTS AND EQUIPMENT PURCHASE." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06-83 <br /> <br />Adoption of an ordinance establishing a special assessment on taxable <br />property within the CDA District, authorizing the Special Assessment <br />Agreement and authorizing the City Manager or any Deputy City Manager to <br />execute the Special Assessment Agreement.
