<br />February 14. 2006 <br /> <br />Background: <br />. On August 23,2005, the City Council adopted an ordinance creating the New <br />Port Community Development Authority ("CDA") and establishing the New Port <br />Community Development Authority District ("CDA District") in the "Victory" area of the <br />City. <br />. The CDA is empowered to issue tax-exempt bonds in accordance with the <br />Virginia Water and Waste Authorities Act, Chapter 51, Title 15.2 of the Code of Virginia <br />of 1950, as amended. <br />. The CDA proposes to issue its bonds to finance certain public improvements <br />within the CDA District. The bonds issued by the CDA are repaid from special <br />assessments levied upon the taxable property within the boundaries of the CDA District. <br />. Before any bonds are issued by the CDA, the City must establish the special <br />assessment and the CDA, the owners of the land within the CDA and the City must <br />enter into a Special Assessment Agreement. <br /> <br />Discussion: <br />. Financial Impact: None. <br /> <br />Staff Recommends: <br />Adoption of an Ordinance establishing a special assessment on taxable property within <br />the CDA District, authorizing the Special Assessment Agreement and authorizing the <br />City Manager or any Deputy City Manager to execute the Special Assessment <br />Agreement. The City Manager or any Deputy City Manager will execute the Special <br />Assessment Agreement. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ESTABLISHING A SPECIAL ASSESSMENT FOR THE NEW PORT <br />COMMUNITY DEVELOPMENT AUTHORITY AND AUTHORIZING A SPECIAL <br />ASSESSMENT AGREEMENT WITH THE COMMUNITY DEVELOPMENT <br />AUTHORITY." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06-84 <br /> <br />Adoption of an ordinance to accept $1,000 from the Sam's Club Foundation <br />for replacement of old physical fitness equipment at one of the City's fire <br />stations. No cash match is required. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Background: <br />. This is the second $1,000 grant award received from the Sam's Club Foundation <br />for the Safe Heroes program for the Portsmouth Department of Fire, Rescue and <br />Emergency Services. <br />. The Department has implemented a voluntary Wellness and Fitness Program for <br />its firefighting personnel. <br />. The Department has proposed to use the funds to acquire physical fitness <br />equipment for Fire Station 9 on Hodges Ferry Road where older pieces need <br />replacement and updating. <br />
