<br />February 14. 2006 <br /> <br />(b) GHP-05-04 <br /> <br />HUNTINGTON PARK NEIGHBORHOOD - Land Design & <br />Development, Inc. requests a group housing use permit to establish <br />a 15-unit condominium on property located on the north side of <br />Towne Point Road, 112 feet more or less west of the intersection of <br />Twin Pines Road and Towne Point Road. Vision Principle: <br />Neighborhood and Community Transformation. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to concur with the <br />recommendation of the Planning Commission that GHP-05-04 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />(c) GHP-06-01 <br /> <br />CAVALIER MANOR NEIGHBORHOOD - Cavalier Community <br />Partners, LLC requests a group housing use permit for the <br />conversion of an existing 240-unit group housing project from <br />apartments to condominiums located at 4600 Greenwood Drive and <br />1500 Darren Circle. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that GHP-06-01 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- Speakers Forum - <br /> <br />06 - 78 <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. Rob Cross, 220 Boush Street, Norfolk, gave an update on the Ruth Brown Blues <br />Festival and provided Council with an advance sneak preview of the musical line-up. <br /> <br />2. Dolores Wyatt, 99 Channing Avenue, voiced concern with regards to the proposed <br />Covanta Trash Depot. <br /> <br />3. JoAnna Hall, 92 Nicholson Street, voiced her concern with regards to the proposed <br />Covanta Trash Depot and asked that Council consider another plan for the Allied site. <br /> <br />4. Clyde Toler, 1029 Blair Street, brought numerous community concerns to the <br />attention of the Council and City Manager. <br /> <br />5. Richard Ivy, 144 Mt. Vernon Avenue, informed Council and citizens of Renovate <br />Portsmouth to be held on Saturday, March 18, 2006, at I. C. Norcom High School, <br />10 a.m. - 2 p.m. This event provides tools and education to citizens in historic <br />districts by which they can renovate their homes within the historic guidelines of their <br />communities. <br /> <br />6. Jim Alexander, 229 Melanie Drive, Chesapeake, gave some history and an update <br />on the Run for Holiday House. He also invited Council and citizens to participate in <br />the race this year, which will be held on Saturday, September 16, 2006, as part of <br />the Umoja Festival. <br />
