<br />At a Regular Meeting of the City Council on Tuesday, February 14, 2006, there
<br />were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr.,
<br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Reverend Gregory A. Thomas, opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes
<br />of a Called Meeting on January 23, 2006, of a Regular Meeting on January 24, 2006, of
<br />a Called Meeting on January 30, 2006, and of a Called meeting on January 31, 2006,
<br />and was adopted by the following vote of:

<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />06 - 75 - Presentations:

<br />. Presentation of a proclamation to Dr. Elizabeth Daniels for "African American
<br />History Month"
<br />
<br />. Presentation of special lapel pins to newly appointed Board and Commission
<br />members.

<br />Public hearing on two proposed ordinances to amend/increase the
<br />FY-2005-06 Operating Budget through supplemental appropriation:
<br />
<br />(1) An ordinance appropriating $2,000,000 in the General Fund to
<br />provide cash funding from the fund balance designation for subsequent
<br />year expenditures as of June 30, 2005 for a joint City/Schools financial
<br />system project previously authorized/appropriated within the Capital
<br />Improvement Program for FY-2006.
<br />
<br />(2) An ordinance appropriating $1,250,000 in the General, Golf,
<br />Parking and Public Utilities Funds to provide cash funding for bond
<br />issuance costs paid from bond proceeds received from the 2005 Bond
<br />Sale previously authorized in FY-2006.
<br />
<br />06 - 77 - Public hearing on use permit and group housing use permit applications:
<br />
<br />(a) UP-06-01
<br />
<br />HATTONSVILLE NEIGHBORHOOD - Alvin C. Cross requests a
<br />use permit for a truck storage facility at 2915 Ballard Avenue.

<br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to concur with the
<br />recommendation of the Planning Commission that UP-06-01 be approved on first
<br />reading, and was adopted by the following vote:
