The motion was adopted by unanimous vote. On motion, meeting adjourned. 7. Commission of Architectural Review Appeal (6:00 p.m. in City Council Chamber) - 347 Chautauqua Avenue Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the decision of the Commission of Architectural Review for Port Norfolk and Park View to deny the following, and the motion was approved by the following vote: 1. Wrap eaves (wrap wood trim) 2. Removal of double windows to close off area 3. Removal of bathroom window and close off area 4. Upstairs - removal of double windows and close off area 5. Installation of small windows upstairs and downstairs 6. Installation of vinyl door 7. Installation of vinyl siding (sides and rear) Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Mr. Smith, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss: the appointment of members of boards and commiSSions, as per subsection 1; personnel matter, as per subsection 1; and the acquisition of real property for a public purpose and the sale of publicly owned real property, as per subsection 3. The subject matter of the meeting includes appointments of citizens to boards and commissions, individual employee personnel matters, and public real estate transactions in the downtown area. The purpose of the meeting is to permit confidential discussion of appointments and personnel matters, and to allow discussion of strategy for real estate transactions. The motion was adopted by unanimous vote. Motion by Mr. Smith, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
