<br />February 14. 2006 <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion, meeting adjourned. <br /> <br />7. Commission of Architectural Review Appeal (6:00 p.m. in City Council Chamber) - <br />347 Chautauqua Avenue <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />decision of the Commission of Architectural Review for Port Norfolk and Park View to <br />deny the following, and the motion was approved by the following vote: <br /> <br />1. Wrap eaves (wrap wood trim) <br /> <br />2. Removal of double windows to close off area <br /> <br />3. Removal of bathroom window and close off area <br /> <br />4. Upstairs - removal of double windows and close off area <br /> <br />5. Installation of small windows upstairs and downstairs <br /> <br />6. Installation of vinyl door <br /> <br />7. Installation of vinyl siding (sides and rear) <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Smith, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />the appointment of members of boards and commiSSions, as per <br />subsection 1; <br /> <br />personnel matter, as per subsection 1; and <br /> <br />the acquisition of real property for a public purpose and the sale of <br />publicly owned real property, as per subsection 3. <br /> <br />The subject matter of the meeting includes appointments of citizens to boards <br />and commissions, individual employee personnel matters, and public real estate <br />transactions in the downtown area. <br /> <br />The purpose of the meeting is to permit confidential discussion of appointments <br />and personnel matters, and to allow discussion of strategy for real estate transactions. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Smith, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
