<br />February 14. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 14, 2006, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />06 - 72 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 14, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 73 - The following items were discussed in Public Work Session: <br /> <br />1. Inspections Update - John Rowe <br /> <br />2. Downtown/Midtown Development Request for Proposal (RFP) - Steve Lynch <br /> <br />3. Basile Baumann Prost Proposal - John Rowe <br /> <br />4. General Assembly Update - Scott Demharter <br /> <br />5. Review of City Manager's Report Items <br /> <br />6. City Council Liaison Reports - <br />Councilwoman Psimas reported on the Fort Nelson Park 4th of July Celebration <br /> <br />06 - 74 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />the appointment of members of boards and commiSSions, as per <br />subsection 1; <br /> <br />personnel matter, as per subsection 1; and <br /> <br />the acquisition of real property for a public purpose and the sale of <br />publicly owned real property, as per subsection 3. <br /> <br />The subject matter of the meeting includes appointments of citizens to boards <br />and commissions, individual employee personnel matters, and public real estate <br />transactions in the downtown area. <br /> <br />The purpose of the meeting is to permit confidential discussion of appointments <br />and personnel matters, and to allow discussion of strategy for real estate transactions. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
