<br />January 10, 2006 <br /> <br />Background: <br />. The City of Portsmouth obtained a grant from the United States Department of <br />Agriculture to provide breakfasts and lunches to economically disadvantaged youth at <br />35 sites in the City. <br />. The total number of meals served exceeded our estimates by 10,331 meals, thus <br />an additional $16,429.51 was received. <br />. The original reimbursement from USDA, including additional food costs and <br />allowable administrative costs was $488,769.92. <br />. The new total reimbursement is $505,199.43. <br /> <br />Discussion: <br />. This action will allow the additional $16,429.51 already received from the grantor <br />to be used for outstanding program expenses and purchase of supplies and equipment <br />in upgrading of food sites. <br />. Financial Impact: No City cash match is required. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to appropriate the $16,429.51 in additional grant funds from <br />the United States Department of Agriculture to the Department of Parks, Recreation and <br />Leisure Services for the USDA Summer Food Program to allow for completion of <br />program expenses. No City cash match is required. Vision Principle: Neighborhood <br />and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. None. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $16,429 FROM THE <br />UNITED STATES DEPARTMENT OF AGRICULTURE AND APPROPRIATING THE <br />SAME AMOUNT IN THE 2005-2006 GRANTS FUND FOR THE USDA SUMMER <br />FOOD PROGRAM." <br /> <br />Ayes: Heretick, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 21 - Adoption of an ordinance to appropriate $195,152 from the Department of <br />Justice to the Police Department to provide funds for technology, equipment and crime <br />prevention initiatives along with continued funding to support the Drug Court Program. <br />No cash match required. Vision Principles: Neighborhood and Community <br />Transformation and Bold New Directions. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $195,152.00 <br />from the Department of Justice - Bureau of Justice Assistance to provide funds for <br />technology, equipment and crime prevention initiatives along with continued funding to <br />support the Drug Court Program. <br /> <br />Discussion: <br />. The grant will be used to provide funding for technology, equipment and crime <br />prevention initiatives that will improve the department's ability to respond to incidents <br />within the City. Spending initiatives include training, new field reporting technology for <br />police officers, and a myriad of technology enhancements. Additionally, funds will be <br />used to continue supporting Drug Court programs. <br />. Financial Impact: The grant award amount is $195,152.00 of Department of <br />Justice funds for the Portsmouth Police Department. The City does not have to provide <br />any match monies and there is no obligation from the City once the grant has ended. <br />
